Region of Southern Denmark is preparing to procure a new regional IT solution for the diagnostic imaging areas (hereinafter the "Solution"). The Solution must include RIS, PACS, VNA, Clinical Viewer, as well as support for breast cancer screening, and constitutes the central clinical tool for the radiological and nuclear medicine departments of the Region of Southern Denmark. The Solution must be commissioned at 4 hospital units across 12 radiological departments, 3 nuclear medicine departments, and the regional breast cancer screening program. The Region of Southern Denmark has several hundred imaging modalities and performs more than 1 million examinations annually. The Solution must support an efficient clinical workflow in a patient-safe and user-friendly manner and ensure a coherent patient pathway across hospital units, departments, and specialties. The Solution must be a robust, stable, and well-functioning tool in clinicians’ daily work while also having the flexibility necessary to accommodate future improvement initiatives and changing needs. The procurement being tendered is described in greater detail in Annex-03 with sub-annexes. The procurement itself includes functionality to support workflows within radiology, nuclear medicine, and mammography screening, as well as the storage of diagnostic imaging examinations. The procurement also includes implementation and maintenance of the new solution. BDSYD principles: The procurement is carried out on the basis of four overarching principles, which the Parties must likewise use as fundamental principles for the Solution and the collaboration: • Effective support for the patient pathway: The Solution is patient-safe, labor-saving, intuitive, and user-friendly. • Stable operation: The large volume of diagnostic imaging examinations can be carried out safely, without disruption from downtime and operational stoppages, for the benefit of patients, employees, and efficiency. • Performance: Short system response times in the Solution and good performance, which are important for patients, employees, and efficiency. • Standard solution: The Solution is well-functioning and well-tested in a comparable setup and has open and well-defined interfaces. There is an option for the Central Denmark Region and the North Denmark Region to procure a corresponding solution, cf. Annex-19 with sub-annexes. The Region of Southern Denmark is conducting the tender on behalf of all the regions, and separate contracts will subsequently be entered into between the selected Supplier and each individual region. It should be noted that the Region of Southern Denmark applies geoblocking in relation to a number of countries as listed in Annex-02.A. The list may be requested by contacting the contracting authority via the communication tab on the Ethics tendering site and may be received by interested suppliers subject to a confidentiality declaration from the requesting party.
