Opportunity description
The Contracting Authority is jointly conducting a procurement regarding a framework agreement for the ongoing delivery of food waste bags and textile waste bags, respectively, in connection with household collection of food waste and textile waste. With regard to food waste bags, the Contracting Authority needs to purchase the quantities below per year, measured on the basis of historical and expected figures. The distribution of the quantity for each Contracting Authority is as follows: - Arwos Affald A/S: 47,500 rolls of 50 plastic bags each per year - Provas – Haderslev Affald A/S: 66,720 rolls of 50 plastic bags each per year - Tønder Affald A/S: 56,000 rolls of 50 plastic bags each per year With regard to textile waste bags, Arwos Affald A/S and Tønder Affald A/S need to purchase: - Arwos Affald A/S: 4,000 rolls of 10 plastic bags each per year. - Tønder Affald A/S: 700 rolls of 10 plastic bags each per year Provas – Haderslev Affald A/S is not covered by the framework agreement regarding the ongoing delivery of textile waste bags. The stated quantities of food waste bags and textile waste bags are indicative and based on expected figures and therefore cannot be regarded as an expression of a guaranteed future turnover volume. The need may vary by +/- 20% depending on citizens’ needs for food and textile waste bags, respectively. The Contracting Authority intends to conclude a framework agreement with one (1) supplier. The framework agreement period is 48 months from the date of signature of the framework agreement, with the option of termination after 2 years of the framework agreement period. After 2 years, the framework agreement may be terminated with 6 months’ notice. The detailed specifications regarding the food and textile waste bags are set out in Annex 1 – Requirements Specification. The Contracting Authority has chosen not to put separate lots out to tender. Based on economic considerations, the Contracting Authority has estimated that more advantageous prices can be achieved with a single agreement. In the interests of the quality and coherence of the overall tendered contract, one overall contract is considered appropriate, just as a division, from a market perspective, is not considered to provide additional companies – including SMEs – with an opportunity to submit tenders.
