This procurement concerns the conclusion of four-year framework agreements for move-out work for non-profit housing organizations/companies affiliated with AlmenIndkøb. The primary scope of the assignment concerns move-out work in dwellings under the A scheme, including corresponding ongoing work in dwellings with ongoing maintenance under the B scheme. The specific scope of the assignment is expected to be as follows: • All types of painting work, including treatment with stain-blocking primer, stop primer and stain-blocking paint • Flooring work involving sanding, lacquering and polishing • Cleaning, including descaling tasks • Various repairs/replacements, including carpentry, masonry and plumbing work • Reference is also made to the tender list. The procurement comprises 28 lots, cf. Annex 1. The contracts will be concluded with AlmenIndkøb as overarching framework agreements (hereinafter the “Framework Agreement”). The framework agreements for each lot may be used by the organizations, including administrative organizations, housing organizations/companies and departments, listed for each lot in Annex 1. The estimated value for each lot represents the Contracting Authority’s best estimate of future consumption based on the customers’ historical consumption, and the Contracting Authority therefore does not guarantee future turnover under the Framework Agreement. The maximum framework agreement values stated under each lot consist of the estimated value of this framework agreement + 50% (the value appears under the description for each individual lot). How awards are made under the Framework Agreements is described in further detail in the Draft Framework Agreement. The Contracting Authority’s organizational structure is as follows: Administrative organization: Its task is to administer one or more Housing Organizations/Companies or Departments. An administrative organization may join AlmenIndkøb, and the affiliated Housing Organizations/Companies and Departments may gain access to AlmenIndkøb’s agreements. It is clarified that, at the end of 2025, DAB-Lejerbo is the largest administrative organization affiliated with AlmenIndkøb. However, attention is drawn to the fact that “external” administrative organizations may be affiliated with AlmenIndkøb in the specific procurement. Housing organization/Companies: A non-profit housing organization/company consists of one or more departments, which in turn consist of a number of tenancies. A housing organization/company and its underlying department(s) may join AlmenIndkøb and gain access to AlmenIndkøb’s agreements. The Housing Organizations/Companies affiliated with AlmenIndkøb may thus use the procured agreements within their respective geographical areas. Overall, at the end of 2025, there are approximately 95,000 possible affiliated tenancies with AlmenIndkøb, distributed among various forms of housing, including dwellings under the A and B schemes. Accordingly, for each lot, a framework agreement will be concluded with the four tenderers that submitted the tenders reflecting the “best price-quality ratio”. The Framework Agreements will be awarded according to the “cascade model”, so that the best tender becomes supplier no. 1, the second-best tender becomes supplier no. 2, etc. Lot 1, S373 Næstved.
