Holbæk Municipality is conducting a procurement procedure and hereby establishing a dynamic purchasing system (DPS) for “Employment Services” for citizens of Holbæk Municipality. The contracting authority looks forward to a simplified and flexible system that enables measures to be quickly adapted to current needs. Furthermore, both smaller and larger suppliers may be considered, as not only larger assignments will be put out to tender, but also substantially smaller assignments, down to measures for just a few citizens or a single citizen. Holbæk Municipality prioritizes a range of employment-oriented services that reflects the diversity of challenges and needs experienced by citizens participating in employment measures. Holbæk Municipality continuously adapts the relevant range of services within the employment measures on the basis of the current challenges and needs of citizens and the labor market. The overall purpose of the employment-oriented services is to strengthen the citizen’s progression toward employment, education, or another relevant activity. In general, the specific purchases will fall within one of three main categories: 1. Business-oriented services, where the objective is for the citizen to enter employment, education, a company internship, or subsidized employment 2. Employment-oriented services focusing on physical health, with a view to progression toward business-oriented activities. 3. Employment-oriented services focusing on mental and social health, with a view to progression toward business-oriented activities. The services may be aimed at individual citizens or groups of citizens. The procurement procedure is conducted as a restricted procedure under the light regime, which means that anyone may apply for admission. There are objective criteria for admission and no limit on the number of applicants that may be admitted to the system. Although the method of establishment is a restricted procedure, a dynamic purchasing system operates by allowing all suitable suppliers to be admitted on an ongoing basis and subsequently to choose whether to submit bids for specific purchases. Over the 10 years, a total volume of 350 million DKK is estimated, with a maximum volume over the 10 years of 500 million DKK. However, the volume will depend on changes in the number of unemployed persons, as well as future legislation in the area. Procedure: oth-single. Estimated value: 350,000,000 DKK.
