Aalborg University requires a system to support the entire process surrounding the administration of special educational support (SPS). The system must be specifically developed for educational institutions’ management of SPS and support the entire workflow from the creation of cases to reimbursement and follow-up. There is a need for a comprehensive, integrated, high-quality solution that respects the underlying data. Aalborg University has explored the market. This was done by contacting the university’s current partners within IT consultancy services, examining SKI agreements and conducting other general research via internet searches, etc. Several educational institutions were also contacted to assess the relevance of their solutions to Aalborg University. In this connection, it was concluded that SPS support tasks are carried out through manual management using spreadsheets, through internally developed functionality in CRM or ESDH, or via the SPS Flow system. Based on the market research, it is assessed that there is only one supplier capable of providing a system for SPS support. This is IST Danmark ApS, which offers the SPS Flow solution. SPS Flow is a specialised solution with functionality targeted at the SPS area, including digital case processing, documentation, application management, grant management and automated generation of reimbursement requests. The system also supports integration with the national SPSA solution, which is necessary for correct administration and financial settlement. Aalborg University therefore wishes to enter into a direct contract with IST Danmark ApS pursuant to § 80(3) and (4) of the Public Procurement Act, which is why this voluntary ex ante transparency notice is published with the opportunity to lodge an objection within a period of 10 calendar days. If no objections are received within the period, Aalborg University intends to enter into the agreement immediately thereafter. The agreement is expected to have a value of approximately DKK 1,900,000 for the period from 1 January 2027 to 31 December 2031. Procedure: oth-single.
