These tender conditions apply to the moving tender, Østbyen. The total of 88 apartments are due to undergo a major comprehensive renovation, which is planned to start in September 2026 and is expected to be completed in July 2027. The tender is conducted as an open procedure in accordance with §§ 56-57 of the Danish Public Procurement Act. The moving assignment comprises moving out of and back into approx. 76 dwellings, as approx. 12 dwellings are vacant. The residents are expected to be rehoused in 3 stages and 2 stairwells/approx. 16 dwellings at a time. The rehousing period is 4-5 months. Changes may occur in the schedule. The rehousing will take place in dwellings in the 3 residential blocks. The tender must include 3 information meetings for the residents, where they can have the opportunity to ask questions and receive information about the moving process, such as information about packing/unpacking, delivery of moving boxes and wrapping paper, storage of household contents in a storage facility, etc. The assignment is put out to open tender for Domea. 1.1 The assignment Housing types and location in Østbyen. Distribution of the apartments among the 3 residential blocks: • Nørre Allé 71 - 77 4 stairwells over 4 floors (8 apartments per stairwell = 32 apartments in total) • Nørre Allé 79 - 85 4 stairwells over 4 floors (8 apartments per stairwell = 32 apartments in total) • Holbækvej 4 -10 4 stairwells over 3 floors (6 apartments per stairwell = 24 apartments in total) It is assumed that the number of moves will be: • 70 temporary rehousements: 2 moves for each of 70 dwellings = 140 moves • 6 permanent rehousements: 1 move for each of 6 dwellings = 6 moves The requirements for the assignment are set out in the complete tender documents. Grounds for exclusion A tenderer shall be excluded from participation if the tenderer is covered by one of the mandatory grounds for exclusion in §§ 134 a, 135(1)-(3), and 136(1), nos. 1-4, of the Danish Public Procurement Act. A tenderer shall be excluded from participation if the tenderer is covered by one of the voluntary grounds for exclusion in § 137(1), nos. 1-2, of the Danish Public Procurement Act. However, a tenderer may not be excluded from participation if the tenderer presents sufficient documentation demonstrating that the tenderer is reliable, even though the tenderer is covered by one or more of the above-mentioned grounds for exclusion in §§ 135-137 of the Danish Public Procurement Act, cf. § 138(1) of the Danish Public Procurement Act. Council Regulation (EU) 2022/576 A contract may not be awarded to the following undertakings, cf. Council Regulation (EU) 2022/576 of 8 April 2022 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine: a) Russian nationals or natural or legal persons, entities or bodies established in Russia b) legal persons, entities or bodies over 50 % of whose proprietary rights are directly or indirectly owned by an entity referred to in point (a) of this paragraph, or c) natural or legal persons, entities or bodies acting on behalf or at the direction of an entity referred to in point (a) or (b) of this paragraph, Likewise, subcontractors or supporting entities covered by the above may not be used if that operator's contribution accounts for more than 10 % of the contract value.
