Nordværk I/S is a waste management partnership owned by seven municipalities in North Jutland: Hjørring, Brønderslev, Jammerbugt, Mariagerfjord, Rebild, Læsø and Aalborg. Among other things, Nordværk I/S is responsible for waste collection from 450,000 residents and the operation of recycling centres in Hjørring Municipality, Aalborg Municipality, Brønderslev Municipality, Rebild Municipality and Jammerbugt Municipality, and Nordværk I/S also handles a number of other activities, such as the operation of landfills and environmental facilities, hazardous waste, and the handling of clinical risk waste and pathological waste. Nordværk I/S also owns Nordværk Affaldsenergi. Nordværk Affaldsenergi operates energy plants in Hjørring and Aalborg. Nordværk Affaldsenergi has an ongoing need to purchase coarse biomass, which Nordværk Affaldsenergi uses as fuel for its energy plants in Aalborg and Hjørring. During the first half of 2026, Nordværk conducted an EU tender regarding the purchase of coarse biomass. This EU tender was divided into three lots of 5000 tonnes of coarse biomass each. Nordværk Affaldsenergi subsequently assessed that there is a need to enter into another agreement regarding the delivery of an additional 5000 tonnes of coarse biomass per year. Nordværk Affaldsenergi is therefore tendering an agreement regarding the purchase of 5000 coarse biomass per year (hereinafter referred to as the “Contract”). The Contract concerns exclusively coarse biomass to be delivered to Nordværk Affaldsenergi’s energy plant in Hjørring (Miljøvej 7, 9800 Hjørring). As a general rule, the coarse biomass must be delivered directly into the waste silo. The Contract enters into force upon its signature. However, the Contract will enter into force no earlier than 1 January 2027. The Contract is divided into two lots: •Lot 1 – Delivery of 1500 tonnes of coarse biomass per year •Lot 2 – Delivery of 3500 tonnes of coarse biomass per year The successful tenderer(s) must thereafter deliver coarse biomass in accordance with the delivery schedule described in Appendix C – Nordværk Affaldsenergi’s expected need for the delivery of coarse biomass, that is, from and including January 2027. As a general rule, the Contract will then expire on 31 July 2030. However, the Contract may be extended on two occasions, each for a duration of two years. The delivery schedule, delivery times, etc. must be agreed on an ongoing basis between Nordværk Affaldsenergi and the successful tenderer. The tender is conducted as an open procedure pursuant to the Directive of the European Parliament and of the Council of 26 February 2014 on procedures for the award of contracts in the water, energy, transport and postal services sectors and repealing Directive 2004/17EF (hereinafter referred to as the “Utilities Directive”). Tenderers may submit tenders for one or both lots. Nordværk Affaldsenergi will conduct separate evaluations of the tenderers’ tenders for the individual lots. A tenderer may therefore be awarded none, one or both of the lots. Nordværk Affaldsenergi has decided that the Contract will not be divided into any additional lots beyond those described above. This is because Nordværk Affaldsenergi assesses that a further division into lots would result in the individual lots having such a low value that they would not be considered attractive to the market. In addition, Nordværk Affaldsenergi has assessed that, for reasons relating to coordination and contract management, it would not be appropriate for the Contract to be divided into additional lots. However, it should be noted that Nordværk Affaldsenergi has already conducted an EU tender regarding the delivery of 15,000 tonnes of coarse biomass per year.
