The Department of Design and Construction ( DDC or the Department ) is in the process of establishing a pre-qualified list ( PQL ) of contractors for furnishing all labor, materials and equipment, necessary and required f o r the reconstruction and replacement, as ordered by the Engineer, of broken water mains of the City-owned water supply distribution system and do other ancillary restoration work, on an emergency basis, system wide.
