This contract award notice concerns the composite single-awardee framework agreement for project management relating to the Campus of the Future operation, consisting of the renovation and restructuring of the Ecole des Mines de Saint-Etienne campus • Address: 158 Cours Fauriel, 42100 Saint-Etienne • Plot(s): No. HY44 • Land unit area: 2.94 hectares • Building footprint: 7923 m2 The services covered by the framework agreement are as follows: - Basic mission elements: DIA (existing)/ESQ (new), APS, APD, PRO/DCE, ACT, VISA, DET, AOR; - Additional missions: PEMD & Resources Assessment, partial EXE (DQE), SSI Coordination, Operation-Maintenance; - Possible Additional Service (PSE): OPC. Since this service was selected by the buyer upon notification of the framework agreement, it is considered an additional mission. This “composite” single-awardee framework agreement comprises: • The performance of project management studies up to the preliminary design phase over the entire scope. These services, performed for a global and fixed price, will be executed upon notification of the framework agreement and will be governed by the rules inherent in so-called “ordinary” contracts within the meaning of the Public Procurement Code. The same will apply to the elements expected at the APS stage for the OPC mission. • The conclusion of subsequent contracts, within the meaning of Articles R2162-2, R2162-7 and R2162-9 of the Public Procurement Code. These subsequent contracts will be governed by the rules inherent in framework agreements as defined in Articles L. 2125-1-1°, and R.2162-1 to R2162-6 of the Public Procurement Code. The subsequent contracts will be concluded during the validity period of the framework agreement. The subsequent contracts will concern the elements of the basic missions and/or additional missions (see Article 1.2 of the RC application phase) by building or group of buildings. Each real estate intervention will be the subject of a subsequent contract concerning an overall mission comprising the elements of the basic mission as defined in Article 1.2 of the CCAP of the framework agreement and in Articles R2431-4 and R2431-5 of the Public Procurement Code. These subsequent contracts will also specify, where applicable, the characteristics and procedures for performing the requested services that have not been established in the framework agreement documents. They will be concluded under the conditions and procedures defined in the Special Conditions (C.C.P.) of the framework agreement. The portion of this framework agreement executed through subsequent contracts is awarded without a minimum value and with a maximum value of €4,500,000 excluding tax over the entire duration of the framework agreement, in accordance with Article R.2162-4-2° of the Public Procurement Code. This negotiated procedure is a restricted procedure. Consequently, this public call for applications notice is issued, and a selection of the applications received will be organized on the basis of the application evaluation criteria set out in the Consultation Rules – application phase. Only candidates selected at the end of this “application phase” will be invited to participate in the “tender phase” and may submit a tender. For this procurement, the contracting authority will select the 4 best applications at the end of the first phase. If there are fewer participants, the contracting authority reserves the right to continue the procedure by selecting the application or applications submitted that meet the required conditions.
