-Main characteristics of the procedure: The procurement concerns a restricted design competition based on an outline design +, in accordance with the provisions of Articles L 2125-1 and L 2172-1 and organized pursuant to the provisions of Articles R2162-15 to R2162-21 and R 2172-1 to R 2172-6 of the Public Procurement Code, in particular Article R 2172-2 as amended by Decree No. 2026-117 of 20 February 2026. form of the competition: the operation falls within the scope of the provisions of Book IV of Part Two of the Public Procurement Code (CCP) - Objective of the competition: The objective is to appoint a designer for the construction of the new SAINT-TROPEZ complex through the comprehensive redevelopment of the COSEC site, chemin des Salins. The operation replaces an aging and dispersed group of facilities with a new, clearly organized and shared sports hub bringing together eight components: • - a new municipal swimming pool, - two multi-sports halls, - a multi-storey car park topped by a sports area - a seasonal workers' village, - a renovated villa, - a technical building, - a city stadium and comprehensive landscaping. - Project plot and perimeter: plot AM 0113 with an area of 33 482 m2, project perimeter: approximately 21 584 m2. Built footprint: approximately 7 251m2 (approximate footprints resulting from the feasibility study, subject to change during the design phase); The operation will be carried out on an occupied site, according to strict phasing ensuring continuity of the public service throughout the duration of the works, with full commissioning expected by the end of 2032. The portion of the estimated financial envelope allocated to the works is €29 622 600 excluding tax, i.e. €35 547 120 including tax, at June 2026 values. It covers all works necessary to complete the programme, including demolition and stripping-out, temporary installations and protective measures related to phasing on an occupied site, as well as roads, various utility networks and external works. It excludes fees, furniture and asbestos removal. It is binding on participants when preparing their project: compliance with this envelope determines the assessment made under criterion No. 2 defined in Article 16.1. It is not negotiable and constitutes the basis on which the contractor will undertake, under the conditions of the contract, its commitment regarding the estimated cost of the works. 1/General conduct: The competition is organized in two phases: • First phase: candidates submit a complete application file enabling verification of the conditions for participation and implementation of the selection criteria defined in the competition notice and specified in Article 10.2 of the competition rules "application phase". The jury analyzes the applications and issues a reasoned opinion on them. In light of this opinion, the buyer then selects a maximum of three candidates admitted to compete, subject to a sufficient number of admissible applications demonstrating the required capabilities. • Second phase: participants anonymously submit a project file whose design level corresponds to an outline design +. The jury examines the files submitted on the basis of the evaluation criteria defined in the competition notice and specified in Article 16.1 of the competition rules "project phase", then ranks the projects. After anonymity has been lifted, provided that the jury has recorded requests for clarification and questions in the minutes, a dialogue may be established with the participants. The buyer selects the winner or winners of the competition in light of the minutes and the jury's opinion. At the end of the competition, in accordance with Articles R. 2122-6 and R. 2172-2 of the CCP, the buyer launches a procedure without prior publication or competition, enabling it to negotiate with the winner or winners, following submission of the tender, the technical, administrative and financial terms of the design services contract described in Article 4 of the competition rules.
