The award procedure used is the negotiated procedure in accordance with Article R2124-3 of the Public Procurement Code, which allows this procedure to be used when the contract includes design services. The negotiated procedure is subject to the provisions of Articles L2124-3, R2124-3 and R2161-12 to R2161-20 of the Public Procurement Code. This procedure takes place in 2 phases: 1/ The “application” phase, relating to the submission and examination of applications and the selection of 3 candidates admitted to submit tenders. 2/ The “tender” phase, open to the candidates selected during the application phase and at the end of which the successful tenderer will be chosen. At this stage of the procedure, candidates are invited to submit their applications under the conditions set out in the contract notice and the consultation rules. The works to be carried out fall within the category of building works: rehabilitation. The project concerns the renovation, restructuring and modernization of the Jean Carrière school complex. The project also provides for the renovation of the existing canteen building. Total estimated building surface area: 2,500 square metres of renovated school building and approximately 600 square metres of canteen. On a site area of 4,585 square metres for the school complex + 1,507 square metres for the canteen site, i.e. 6,092 m² in total across two non-contiguous land parcels. The works are planned to be divided into 4 sections defined in the consultation rules and into several phases (phases to be adapted according to the project proposed by the candidate). The works will be carried out on an occupied site. The works are planned to be awarded under separate contracts. The estimated duration of the contract is indicated in Article 1.1.C of the consultation rules. The estimated budget for the works, all sections combined, is: 3,818,790 euro(s) excluding tax.
