Opportunity description

The contract to be concluded concerns design and construction supervision services for the construction of the facility dedicated to oversized packages on line E42 at the Aube Storage Centre (CPV reference: 71240000). As part of the management and operation of the Aube Storage Centre (CSA), Andra plans to construct a facility dedicated to the storage of oversized packages on line E42, as well as a steel-framed building. Due to their dimensional characteristics, these packages require suitable storage facilities. This facility constitutes an Important Element for Protection (EIP) within the meaning of the Order of 7 February 2012 relating to Basic Nuclear Installations (INB). The construction of the facility and the building involves: • The design of specific reinforced concrete structures and steel structures ; • The preparation of execution drawings for these structures ; • Monitoring the performance of the works through to their acceptance, in a regulated and secure environment. As part of this construction operation for the facility dedicated to oversized packages on line E42, Andra entrusts a design and construction supervision assignment (MOe) to the Contractor, specializing in calculations and the preparation of execution drawings for reinforced concrete structures, as well as in calculations and the preparation of execution drawings for steel building structures ; and in monitoring the execution of civil engineering and steel building construction projects. The assignments are as follows: • preliminary design studies (AVP assignment), • project design studies (PRO assignment), • assistance to the contracting authority with the award of works contracts (AMT assignment), • execution studies or examination of compliance with the project and approval of those carried out by the works contractors (EXE assignment), • management of the execution of works contracts (DET assignment), • scheduling, management and coordination of construction sites (OPC assignment), • assistance provided to the contracting authority during acceptance operations and throughout the defects liability period (AOR assignment). The Contractor also provides assistance to Andra in connection with any technical discussions that may take place with the Nuclear Safety and Radiation Protection Authority (ASNR) throughout the term of the contract (for example, in the event of an inspection by the ASNR during the construction phase).
