France – Architectural, engineering and planning services – Framework agreement for project owner assistance for the management of data center siting projects and industrial projects

Opportunity description

EDF supports digital or industrial project developers in establishing new facilities in metropolitan France: data centers or production plants. In this context, EDF plans to use project owner assistance, under framework contracts without commitment, to manage operations throughout the entire project life cycle. The assistance assignments will be as follows: - Launch phase: PMO support and technical project owner assistance during the project developer selection phase. - Permitting phase; PMO support and technical project owner assistance to ensure the proper progress of the permitting phase - Implementation phase: technical project owner assistance and PMO monitoring of project implementation. - End of the project: PMO monitoring and technical project owner assistance for preparing the lessons-learned report. EDF SA issues this contract notice in its own name and on behalf of the subsidiaries indicated in the consultation rules. The assignment consists of supporting EDF as part of a “Project Management Office” assignment and/or a “Project Owner Assistance” assignment. For each site concerned and throughout the duration of the project, this support will be allocated as follows: 1/ Project management (PMO) during each phase: planning, budget monitoring, dashboards, risk management, reporting… 2/ Technical project owner assistance (AMO) during the project launch phase: support in assessing the technical admissibility of project developers, participation in technical committees, compliance verification. 3/ Technical project owner assistance (AMO) during the permitting phase: monitoring and management of cessation-of-activity procedures, coordination of stakeholders, identification and marking of milestones across all administrative procedures (ICPE, PLU, …), status of discussions with third parties (local authorities, RTE, DREAL, etc.), inclusion of production milestones in the overall schedule and challenging the tenant's schedule. 4/ Technical project owner assistance (AMO) during the construction and lessons-learned phase: technical monitoring of studies, participation in drafting the lessons-learned report.
