The procurement procedure used is the open tender procedure, subject to the provisions of Articles L. 2124-2, R. 2124-2 1° and R. 2161-2 to R. 2161-5 of the Public Procurement Code. No division into lots is planned since the subject matter of the contract does not allow separate services to be identified: The services constitute a homogeneous and interdependent whole. Dust removal from the documents must be coordinated with dust removal from the shelving. Thus, progress in the performance of the services and verification that the documents have been properly returned to storage after dust removal must be imperatively and very closely coordinated, and can only be entrusted to a single service provider for all the services. This is a single-award framework agreement with no minimum threshold and with a maximum threshold, resulting in the issuance of purchase orders. The framework agreement is concluded for an initial period of 12 months from 01/08/2026 or from its notification date if later. It may then be renewed 3 times, under the conditions described below.
