The contract is divided into three phases pursuant to Articles R.2113-4 to R.2113-6 of the French Public Procurement Code. -Firm Phase: Gathering of requirements, feasibility study and preparation of the preliminary programme -Optional Phase 1: Preparation of the Detailed Technical Programme -Optional Phase 2: Tender dossier, Assistance with the opening of tenders and analysis of the selection of the project manager. The contract will partly use mixed pricing, with a purchase-order portion having a maximum amount of 10,000 Euros excluding tax, in accordance with Articles R.2162-1 to R.2162-6 of the French Public Procurement Code (firm phase), and partly use a global fixed price (firm phase and optional phases 1 and 2).
