The purpose of this consultation is to provide comprehensive managed services converging the IT, audiovisual, publishing, network and telephone systems of the City and the Communal Social Action Centre of Issy-les-Moulineaux, as part of a joint procurement for which the City is the coordinator. These services include resource management, project development, maintenance of existing and future equipment, and user support. The procedure is a restricted tender procedure pursuant to Articles L2124-2 and R2161-6 to R2161-11 of the French Public Procurement Code. The restricted tender procedure was chosen because it makes it possible to secure the transmission of confidential data from the consultation documents through the prior selection of candidates authorized to submit a tender. The contract is divided into 2 lots: - Lot No. 1: Provision of managed services for IT, telephone and network systems - Lot No. 2: Provision of managed services for publishing systems The lots are mixed-price service contracts: • They include a fixed-price component. In Lot No. 1, it concerns the workstation environment, the production environment, information management and procedures relating to the Information System, based on units of work describing the scope (number of users and items of equipment), which may change during the contract. In Lot No. 2, it concerns the establishment of the Reprographics Centre, applicable once for the implementation of the contract, the annual services for providing resources (equipment and personnel), and operation of the Reprographics Centre. • Each lot is a single-supplier framework agreement involving purchase orders, based on unit and fixed prices pursuant to Articles R.2162-2 and R.2162-4 of the French Public Procurement Code. They are concluded without a minimum amount and with a maximum amount of 16 000 000 Euros excluding VAT for Lot 1 and 4 250 000Euros excluding VAT for Lot 2, over the overall duration of the contract. Lot No. 1 consists of 6 technical lots: • Technical Lot 1: Work environment. • Technical Lot 2: Production environment and cybersecurity. • Technical Lot 3: Management of information and procedures relating to the IS. • Technical Lot 4: Supply of hardware, software, peripherals and accessories. • Technical Lot 5: Supply and cabling work. • Technical Lot 6: Projects and other occasional services subject to purchase orders. Lot No. 2 consists of 4 technical lots: • Technical Lot 1: Managed services for the Reprographics Centre (provision and operation of the Reprographics Centre) • Technical Lot 2: Managed services for the fleet of multifunction copiers • Technical Lot 3: Supply of printers, publishing software, printer consumables and paper • Technical Lot 4: Projects and other occasional services subject to purchase orders The contracts will take effect on 1 July 2026 or from their notification date if the latter is later, for a firm term of 5 years. The contract is not a contract divided into phases.
