France – District-heating mains construction work – Global public performance contract for the creation and operation of a district heating network in the municipality of Le Chambon-Feugerolles

Committed to the energy transition, Saint-Etienne Métropole wishes to strengthen the links between energy, planning and construction in the municipality of Le Chambon-Feugerolles, with the constant aim of improving energy efficiency. In this context, Saint-Etienne Métropole has decided to launch a global energy performance contract for: - Assistance, where applicable, with marketing the ENRR district heating network to prospective customers (this part of the assignment will be described in the request for tenders dossier). - Assistance with billing network subscribers following its commissioning (indexes/readings by delivery point every two months, and indices used for tariff indexation). - The creation of an ENRR district heating network, i.e. a central wood / ENRR / gas boiler plant, its associated network and substations at subscribers' premises. For information purposes at this stage, other complementary ENRR production methods could be implemented.
