France – Engineering services – Project management assistance for assistance with the award of framework agreements

Opportunity description

The SNIA wishes to establish framework agreements for intellectual services and works enabling it to improve the efficiency of the service provided, speed, legal certainty in procurement, optimal use of human resources, and to outsource certain services currently performed internally. This contract, concluded in the form of a framework agreement with purchase orders, has as its purpose the conclusion of framework agreements, whether single-award or multi-award. This assignment aims to support the contracting authority, the Service National d’Ingénierie Aéroportuaire (SNIA), in the preparation, award and implementation of these framework agreements, in accordance with the provisions of Articles L.2125 1 and R.2162 1 et seq. of the Code de la commande publique, as well as their possible renewal. The assignment is performed through the issuance of purchase orders in accordance with Articles L.2125 1 and R.2162 13 to R.2162 14 of the Code de la commande publique. In particular, the AMO assignment covers: • The implementation of framework agreements defined as priorities with the PAI and SNIA management • The analysis of recurring purchases in order to define a procurement strategy for the SNIA; • Ensuring the legal certainty of the procedures implemented; • The analysis of applications and tenders; • Support for the award and launch of the framework agreements; • Updating the SNIA public procurement directive.
