As part of its responsibility for roads, the Loire Layon Aubance Community of Municipalities (hereinafter referred to as the “CCLLA”) manages and maintains an inventory of approximately 200 civil engineering structures and hydraulic structures distributed throughout its territory. This inventory consists of a wide variety of structures, ranging from retaining walls to long-span bridges (openings greater than 20 metres), including box culverts, aqueducts and hydraulic structures of varying dimensions. In order to ascertain their condition and plan its multi-year maintenance and repair policy, the CCLLA is launching a procurement procedure for a framework agreement divided into two separate lots: LOT 1: Assessment visits and creation of the asset database Subject: Inventory, analysis of defects, rating of the condition of the structures (IQOA-type method from 1 to 4) and work proposals. Form: Single-award framework agreement performed through the issuance of purchase orders. , governed by the CCAG - Intellectual Services (CCAG-PI). LOT 2: Project management services for the repair and rehabilitation of structures Subject: Design studies, supervision of works and management of regulatory aspects (hydraulics, environment, urban planning) for priority structures (particularly those classified 3 and 4). Form: Multi-award framework agreement (2 contractors) performed through the conclusion of subsequent contracts (MS), governed by the CCAG - Project Management (CCAG-MOE). Excluded from this contract are topographical surveys, the carrying out of additional investigations, detailed inspections or first-level analyses, and the drafting of administrative documents for the works contracts to be supervised. In addition, the CCLLA reserves the right to launch specific procurement procedures outside the framework agreement for any operation exceeding €300,000 excluding tax or of a particularly technical nature. This lot corresponds to an intellectual services contract whose subject is the carrying out of assessment visits of structures without heavy equipment. The services include the identification, description, analysis of defects, rating of the condition of the structures, proposal of work to be carried out and development of a database relating to the assets assessed.
