The Department of Mayotte was struck on 14 December 2 024 by the intense tropical cyclone Chido. In view of the extent of the damage observed, the French State initiated a process aimed at mobilising the European Union Solidarity Fund (EUSF). In this context, the Prefecture of Mayotte, through the General Secretariat for Regional Affairs (SGAR), is designated as the managing authority for the EUSF scheme. In order to address the operational constraints resulting from the volume of applications to be processed and the European regulatory timetable, the managing authority wishes to engage a service provider responsible for providing operational support for the assessment, monitoring and verification of EUSF applications. This lot covers the assessment of grant applications with the aim of: • Certifying the eligibility of the operation and expenditure under the national and European frameworks. • Defining the eligible expenditure base (total eligible cost). • Determining the provisional amount of EUSF aid that will be the subject of a grant award decision, taking particular account of other resources mobilised or planned; Internal identifier: 1 The purpose of this lot is to certify the eligibility of the operation and expenditure under the national and European frameworks. It covers verification of service delivery after verifying: • The actual payment of expenditure and its regulatory compliance. • The reality of physical outputs and the fair valuation of resources (with on-site visits for the largest and most sensitive operations).
