The framework agreement will be performed through the issuance of purchase orders. 4 lots are planned: LOT 1 - Supply, installation and maintenance of fire extinguishers and RIA - LOT 2 - Supply, installation and maintenance of wireless PPMS equipment - LOT 3 - Supply, installation and maintenance of fire alarms - SSI - LOT 4 - Maintenance of smoke extraction installations and fire dampers Each lot will be awarded separately. The services are paid for at unit and lump-sum prices. The City of Noisy-le-Sec, its Municipal Social Action Center (CCAS) and the Théâtre des Bergeries (complex including the Media Library) have a legal obligation to ensure the regular maintenance of their personal safety equipment in all their buildings. These obligations result from the Labor Code, fire safety regulations for ERP (Order of 25 June 1980, as amended), compliance with applicable standards and legislation in force, and the APSAD rule. This contract concerns all the built property assets of the City, the CCAS, the Théâtre des Bergeries and the Media Library, i.e. approximately 80 sites for Lot 1 (fire extinguishers), 18 sites for Lots 2 (PPMS), 67 sites for Lot 3 (SSI), 30 sites for Lots 4 (Smoke extraction), mainly distributed throughout the municipal territory of Noisy-le-Sec (93130), as well as, for the equipment concerned, in Manteyer (05) and Vassieux-en-Vercors (26) - Annual preventive maintenance of portable fire extinguishers, wheeled fire extinguishers and RIA (regulatory inspection visit in accordance with NF S 61-919, APSAD R4/R5, the Labor Code and ERP regulations; - Corrective maintenance: recharging fire extinguishers, replacing defective parts, interventions following an incident or use; - Supply and installation of new fire extinguishers (not reconditioned, without PFAS, without permanently pressurized water) and RIA as replacements or extensions; - Systematic replacement of obsolete (> 10 years) or non-compliant devices during the annual visit; - Annual compliance study for each building with verification of signage and submission of quotations for bringing into compliance; - Preparation of inspection certificates, updating of the list and entry in the safety register - Annual preventive maintenance (alarm, radio, power supply systems) of wireless PPMS (frequency 863 MHz), in accordance with safety regulations against fire and panic risks for ERP, applicable NF and EN standards- Radio signal check, battery replacement, testing of the two distinct signals (confinement / major risk), updating of the battery monitoring table; - Obligation, accompaniment by a technician during a PPMS exercise, at the contractor's request; - Corrective maintenance and troubleshooting in the event of failure; - Supply and installation of new PPMS control panels, manual call points (black terrorist attack / blue major risk) and associated wireless equipment; - Preparation of identification files for each installation and inspection reports; - Monitoring of equipment compatibility with SSI systems (non-interfering signals) - Annual preventive maintenance of all SSI, regulatory inspection visit in accordance with NFS 61-933, NF S 616970, APSAD R7: checking detectors, call points, sounders, checking ECS/CMSI, EA, testing DAS, checking batteries, checking alarm relays; - Six-monthly tests for category A and B SSI as indicated in the regulations in force); - Maintain at all times a stock of small replacement supplies corresponding to the various models used, in accordance with the information provided in the operating instructions attached to the S.S.I identification file; - Corrective maintenance and troubleshooting, with restoration to working order, reprogramming if necessary within the contractual deadlines; - Supply and installation of new equipment (control panels, detectors, sounders, DAS), with updating of diagrams and test reports; - Discharge testing of accumulator batteries or replacement of batteries every 4 years; - Preparation of inspection reports, technical instructions and installation identification files - Annual preventive maintenance of natural and mechanical smoke extraction installations, regulatory inspection visit in accordance with NFS 61-932, APSAD R17 (smoke vents, façade and roof openings, dampers, checking controls, actuators, checking control boxes, checking automatic closure); - Annual preventive maintenance of fire dampers (duct, transfer, compartmentation); - Opening and closing tests, replacement of activated CO? cartridges and thermal fuses, lubrication, resealing with date and signature; - Q17-type summary report (or recognized equivalent); - Corrective maintenance and troubleshooting - emergency response time: 24 hours; - Supply and installation of replacement equipment under purchase orders, with commissioning test report Procedure: open.
