Opportunity description

Procurement procedure launched by a consortium of contracting authorities. The framework agreement will be performed through the issuance of purchase orders. Each lot will be awarded separately. The services are paid for at unit prices. The estimated amounts are indicative and include the similar services envisaged. The purpose of this framework agreement is the inventory/diagnosis and visual inspection of trees managed by the Plant Heritage Directorate of the City of Toulouse. Toulouse Métropole may use this contract for these services on land areas managed by Toulouse Métropole. These trees may be located on land belonging to the city, or on land belonging to other owners: Toulouse Métropole, the State (mainly for trees in the public river domain along the canals), whether managed by the city or not. The inventory/diagnosis of individual standing trees means the census of the tree heritage managed by the Trees unit of the Plant Heritage Directorate, including the creation of a georeferenced point in a GIS tool for each tree, the entry of all the tree identification criteria following the first-level diagnosis carried out in the field, and the specification of the management and maintenance work to be performed, stating its nature and the deadline for its implementation where necessary. These are based on visual observation at the base of the tree (‘VTA’ method - Visual Tree Assessment, Mattheck, 1993), the use of dendrometric measuring tools, and the performance of simple tests or investigations such as tapping with a mallet, probing cavities with a metal rod, or using binoculars. The inventory/diagnosis of wooded areas consists of recording the identification criteria for tree heritage such as wooded areas, wasteland and residual land (in hectares) following a visual diagnosis carried out in the field, and specifying the management and maintenance work to be performed, stating its nature and the deadline for its implementation where necessary. These are based on visual field observation, assessment of the overall health status of the area studied, and estimation of the woodland’s composition, density and stage of development. Inspections of individual standing trees consist of monitoring changes in the health status of the tree heritage, including updating the data, and specifying the management and maintenance work to be performed, stating its nature and the deadline for its implementation where necessary. These are based on visual field observations according to the principle of the diagnosis performed during the inventory. Safety inspections of wooded areas are intended to monitor woodland-type tree heritage under so-called "extensive" management. This requires carrying out a rapid visual inspection to individually identify trees that must undergo pruning or felling work to ensure the safety of people and property.
