France – Internet services – Contract for the provision and management of Cloud resources and associated services as part of a digital sovereignty approach (Cloud broker)

Opportunity description

The purpose of this notice is the provision, availability and management of Cloud and sovereign Cloud services covering information technology infrastructure (IaaS), service platform (PaaS) and SaaS-mode software solution requirements, accessible via a marketplace operated by a Cloud Service Provider (CSP). These services include in particular: • the provision of secure and scalable cloud environments (virtual servers, storage, networks, databases, managed services, etc.); • access to a catalogue of cloud services, particularly sovereign services, and third-party SaaS solutions available on a Pay-as-you-go basis, via a marketplace operated by the contractor or its ecosystem; • associated services: consulting & expertise services and CSP training; • usage-based billing. * This contract is a Framework Agreement with purchase orders, with a minimum amount of €10,000,000 and a maximum amount of €40,000,000. * The framework agreement will be concluded for a maximum duration of 72 months and is structured as follows: Initial duration of 36 months from notification of the first OLS. Unless terminated in writing by RATP with 2 months’ notice, it will be tacitly renewed for 3 periods of 12 months each. * All information relating to the application is indicated in the Specific Consultation Rules made available to candidates on the platform https://ratp.bravosolution.com/web/login.html. The form of the contract is a single-award framework agreement with a minimum amount of €10,000,000 excluding taxes and a maximum amount of €40,000,000 excluding taxes for the duration of the framework agreement. The services expected under this contract are: - Contract Management services and permanent regulatory monitoring adapted to the RATP scope - Intellectual services from the Cloud Service Provider (CSP) catalogues: - Training; - Technical expertise services. - Support services relating to digital sovereignty: - regulatory compliance analysis - classification of data according to its sensitivity level - assistance in choosing hosting environments - reversibility and portability analyses. - Cloud infrastructure services offered by CSPs and their partners: - Bare Metal (infrastructure managed at the CSP or at RATP) - Computing power (Virtual Machines - VMs, GPU, CPUs, oCPUs…) - Networks and Firewall - Security services (granular access control, proven security protocols, DDoS protection, firewalls, data backups and restores, encryption…) - Storage (files, objects, blocks or unstructured data) as well as their encryption; - Data transfer (hybrid environment) - SQL and NoSQL databases - Software factory and DevOps - Containerization (Docker and Kubernetes) - Lift&Shift virtualization (VMware) - And any IaaS, PaaS, CaaS, FaaS and SaaS service associated with the infrastructure - CSP marketplace services for SaaS infrastructure service solutions billed on a consumption basis and/or available only on CSP marketplaces.
