France – Laundry washing, dry-cleaning and drying machines – Modernisation of the resident laundry washing area and recycling of process water - Contract 01-2026

Opportunity description

The contract concerns the modernisation of the resident laundry washing area at the Centre de Traitement Textile Hospitalier (CTTH) in Beauvais. It is divided into two lots: lot 1 concerns the supply, delivery, installation and maintenance of an automated washing line; lot 2 concerns the supply, delivery, installation and maintenance of a process water recycling station. A tender may be submitted for a single lot or for both. Lot 1 concerns the supply, delivery, installation, connection to utilities, commissioning, staff training and maintenance of an automated resident laundry washing line. The amount of budgetary appropriations allocated to this lot, determined and established before the launch of the procedure, is €1,750,000 excluding tax. This expenditure ceiling limits the total lump-sum amount excluding tax stated in the contract agreement; the cost of maintenance services over its duration of two (2) years is separately capped at €120,000 excluding tax. A tender whose total lump-sum amount, or whose maintenance cost, exceeded the ceiling applicable to it would be unacceptable within the meaning of Article L. 2152-3 of the French Public Procurement Code and eliminated pursuant to Articles L. 2152-1 and R. 2152-1 of the same Code. The calculation methods are set out in Article 2 of the procurement regulations. Lot 2 concerns the supply, delivery, installation, connection to utilities, commissioning, staff training and maintenance of a process water recycling station. The amount of budgetary appropriations allocated to this lot, determined and established before the launch of the procedure, is €600,000 excluding tax. This expenditure ceiling limits the total lump-sum amount excluding tax stated in the contract agreement; the cost of maintenance services over its duration of two (2) years is separately capped at €50,000 excluding tax. The conditional price for removal of the plant and the services under the review clause are not included in the basis of the ceiling; their ordering is subject to the prior allocation of the corresponding budgetary appropriations. A tender whose total lump-sum amount, or whose maintenance cost, exceeded the ceiling applicable to it would be unacceptable within the meaning of Article L. 2152-3 of the French Public Procurement Code and eliminated pursuant to Articles L. 2152-1 and R. 2152-1 of the same Code.
