This consultation concerns “the preparation, production, delivery and distribution of meals and the transportation of meal carts (breakfast, lunch and dinner) intended for EPSNF patients, authorized and classified personnel, detainees at the Fresnes secure socio-medico-judicial center, and the temporary reception unit.” during the period defined in Article 1.4 of the Special Administrative Conditions (C.C.A.P.). The services are combined into a single lot: catering for the Établissement Public de Santé National de Fresnes and the Centre Socio-Médico Judiciaire de Sûreté de Fresnes. Awarding the contract in separate lots would be liable to restrict competition and make the performance of the services technically more difficult or financially more costly, in accordance with Article L.2113-11 of the Public Procurement Code.
