Preamble: Presentation of the Régie de l'Eau Bordeaux Métropole: The Régie de l'Eau Bordeaux Métropole was created by a resolution of 18 December 2020 of the Bordeaux Métropole Council, endowed with its own legal? personality and financial autonomy, pursuant to Articles L. 2221-1 et seq. and R. 2221-63 et seq. of the General Code of Local Authorities. This personalized public undertaking is governed by the provisions of Articles L.1412-1, R.1412- 1, L.2221-1 to? L.2221-14, R.2221-1 to? R.2221-17, and R.2221-63 to? R.2221-94 of the General Code of Local Authorities. In addition to the powers relating to drinking water and non-collective sanitation that were transferred to it on 1 January 2023, since 1 January 2026 the Régie has had responsibility for all the public collective sanitation service and stormwater management (GEPU) missions throughout the Bordeaux Métropole territory. The Régie de l'Eau Bordeaux Métropole is a contracting authority subject to the Public Procurement Code. Presentation of the context Motor vehicle fleet insurance The Régie de l'Eau Bordeaux Métropole was the beneficiary of the transfer on 01/01/2023 of the vehicles used by the previous operator of the Bordeaux Métropole water network, the company SUEZ. 1°) Insurance of vehicles assigned to the “drinking water” remit Initially, the Régie de l'Eau Bordeaux Métropole put its Motor Vehicle Fleet insurance contract out to competitive tender in the form of public contracts with a view to taking out a contract effective from 1 January 2023. This contract was taken out on 01/01/2023 with the company SMA Courtage and the firm FILHET ALLARD. For a reason of public interest, the duration of this initial contract was set at 1 year until 31/12/2023. The motor vehicle fleet contract was the subject of a new consultation to insure, with effect from 01/01/2024 for a period of 3 years, the Régie de l'Eau Bordeaux Métropole's fleet of vehicles assigned to the “drinking water” remit. This contract was taken out on 01/01/2024 with the company SMA Courtage and the firm FILHET ALLARD. The fleet of vehicles insured under the “drinking water” remit between 01/01/2023 and 31/12/2026 is of the same nature as that which is the subject of this consultation and consists of approximately 200 vehicles. 2°) Insurance of vehicles assigned to the “collective sanitation and GEPU” remit Secondly, on 01/01/2026, the Régie exercises a new “Sanitation and GEPU” remit for which it received, either through transfer by the former operator (SABOM) of all or part of its fleet or through the Régie's own acquisition of vehicles, an additional vehicle fleet of approximately 160 vehicles. This initial contract, taken out on 01/01/2024 with the company SMA Courtage and the firm FILHET ALLARD, in the form of a framework agreement, was the subject of an amendment integrating the vehicles of the “sanitation GEPU” fleet with effect from 1 January 2026 for a period of 1 year. Thus, on 1 January 2026, the fleet of vehicles insured by the Régie l'Eau de Bordeaux Métropole consists, on average over a year, of approximately: - 200 vehicles initially assigned to the “drinking water” remit (2023 / 2026) - 160 vehicles assigned to the “sanitation - GEPU” remit (Year 2026. The cover and deductibles of the current contract since 01/01/2023 are of the same nature as those of the CCTP. For reasons beyond the Régie's control, it was not possible to obtain the claims statistics for the contract of the previous operator (SABOM) for the “sanitation - GEPU” remit arising from a national contract of the VEOLIA group. The claims statistics provided for this consultation by the company SMA Courtage therefore cover: - For the 2023, 2024 and 2025 financial years, the vehicles assigned to the “drinking water” remit - For the 1st half of 2026, o Procedure: open.
