The Lyon Sud Household Waste Treatment and Energy Recovery Unit (UTVE) is operated directly by the Waste Department of the Lyon Metropolis with a workforce of approximately 65 people. The unit was commissioned in 1990 and operates 365 days a year, 24 hours a day. This unit currently processes approximately 250,000 tonnes of waste per year. The purpose of this consultation is the transport, processing and recovery as road engineering material of bottom ash from the Lyon Sud waste UTVE. Non-hazardous waste incineration bottom ash (MIDND) is slag resulting from the extraction of solid matter at the furnace outlet of non-hazardous waste thermal treatment facilities (household waste, sorting rejects from selective packaging collections). The contract will include the following services: -Provision, on a just-in-time basis, of a waterway transport solution under the suitable loading system at dock no. 2 of Port Édouard Herriot, with a possible alternative by truck during the first four months of the contract and subsequently as backup for very occasional periods, subject to the agreement of the Lyon Metropolis, -Transport of the bottom ash; -Receipt of the bottom ash produced by the Lyon Sud UTVE at a Maturation and Processing Facility (IME) belonging to the Contractor; -Extraction of ferrous and non-ferrous materials, including from non-recoverable bottom ash; -Temporary storage of the bottom ash in monthly batches at an IME belonging to the Contractor or its subcontractor; -Processing of the bottom ash into alternative materials (bottom-ash aggregate) at an IME belonging to the Contractor; -Performance of analyses of leaching behavior in accordance with the regulations; -Recycling of recoverable bottom ash in road engineering according to 3 cases: o Recovery of alternative materials at a worksite identified by the Contractor; o At the request of the Lyon Metropolis, transport of the alternative materials to a worksite designated by the Lyon Metropolis; o At the request of the Lyon Metropolis, provision and loading of the alternative materials into the vehicles of the Lyon Metropolis Contractor for recovery at a worksite under the project ownership of the Lyon Metropolis; -Provision and loading of non-recoverable bottom ash into the vehicles of the Lyon Metropolis Contractor responsible for receiving the bottom ash at a Non-Hazardous Waste Storage Facility (ISDND); -Traceability of all these services Procedure: open.
