The purpose of this framework agreement is the issuance, delivery and management monitoring of meal vouchers for GRANDLYON HABITAT employees who are not provided with accommodation. For information, as of 31 June 2026, 489 employees were beneficiaries of meal vouchers. The beneficiary population is expected to remain stable over the 4 years of the framework agreement. The aforementioned services are the subject of a single lot. This contract constitutes: A single-award framework agreement governed by Articles L.2125-1; R.2162-2 paragraph 2; R.2162-4 to R.2162-6; R.2162-13 and R.2162-14 of the French Public Procurement Code. This framework agreement firmly establishes the contractual provisions and will be performed as needs arise through the issuance of purchase orders in accordance with the terms defined in this framework agreement. A framework agreement at firm unit prices will be awarded to a single company or a consortium. It takes effect from its notification date, provisionally set at 1 December 2026. The maximum duration, including renewal periods, may not extend beyond 31 December 2030. The period from the notification date to 31 December 2026 constitutes the preparatory phase for the technical deployment of the service. The service must be fully operational on 1 January 2027. The framework agreement is concluded with a minimum amount of 1 700 000 euro(s) excluding tax and a maximum amount of 2 070 000 euro(s) excluding tax over the initial term of two (2) years. In the event of renewal, the minimum and maximum amounts will also be renewed.
