This consultation concerns the award of a framework agreement with purchase orders relating to project management and railway safety assignments for the operation to reopen the track between Saint André les Alpes and Dignes, and the renovation of the tracks on the Chemins de Fer de Provence line. The purpose of this contract is project management for the removal and laying of track over sections that have been defined, and, at a later stage, that remain to be defined. Procedure with negotiation (Articles R2124-4 and R2161-21 to R2161-23 of the French Public Procurement Code) - framework agreement with purchase orders (Articles R. 2162-2 et seq. of the French Public Procurement Code) divided into two lots. The budget for the works adopted by the contracting authority is 8 000 000 euro(s) excluding tax. Initially, as part of the reopening of the Digne / Saint André les Alpes section, 5 areas must be refurbished for track laying in the Colle St Michel tunnel, the Moriez tunnel, the Chabrières tunnel, the Mézel cuttings (PK 138) and St Jurson (PK141). At a later stage, a diagnostic assessment is expected for the entire Plan du Var / Digne les Bains section in order to identify the areas to be refurbished, which should be mainly between Entrevaux and Digne les Bains. The services include a diagnostic assessment, studies and monitoring of the works for the renovation of the tracks. The railway safety assignment, ensuring overall safety during the works phase, works directly with the Régie Régionale des Trains department. The objective is to ensure that the works proceed smoothly at the various sites and to provide analyses and solutions throughout the contract.
