France – Railway maintenance or service vehicles – Study and supply of LRS trainsets for the maintenance of the infrastructure of lines 15, 16 and 17 of the Grand Paris Express

Opportunity description

This is a single mixed-price contract (with unit prices and lump-sum prices) for study, supply, testing and commissioning services. The geographical scope of the contract covered by this consultation concerns lines 15, 16 and 17 of the Grand Paris Express. The contract includes the development studies, validation, manufacture, testing, commissioning, SLI and warranty associated with the acquisition of LRS trainsets required for the maintenance of lines 15, 16 and 17 of the Grand Paris Express. The scope of the contract includes: - General project management, coordination and interface handling services; - Drafting of all general and specific documents for the organization and performance of all study and supply services for the LRS trainsets; - General studies, detailed studies, Reliability, Maintainability & Availability (FMD) studies, safety studies, qualification tests and calculation notes relating to the proper performance of the contract services; - Studies for the manufacture of the LRS trainsets, including factory inspections and tests, tests possibly on a test track, as well as deliveries, tests and acceptance at the Grand Paris Express sites; - Supply and delivery of the LRS trainsets; - Logistics and technical resources at the SMI after delivery; - Tests on materials, equipment, subsystems or train consists, static or dynamic, in a laboratory, factory, on a test track or at the customer site, necessary for the validation and qualification of the LRS trainsets; - Study and supply of logistical support elements for the operation and maintenance of the LRS trainsets (spare parts, tools and training of RATP Infrastructures and General Integrator personnel); - Performance of all tests and provision of the files necessary to obtain authorizations from State services to operate on GPE lines 15-16-17; - Maintenance of the equipment in operational condition until its acceptance; - Services relating to the warranty period for the equipment at the Aulnay, Vitry and Rosny SMI. - Supply of documentation for the LRS trainsets and their logistical support elements, as well as its updating. The obligation to supply documentation also applies to any subcontractors of the Contractor. - Performance of studies within the framework of the authorization to place the LRS trainsets on the market on the RFN and their approval in accordance with the STPG decree. - The methodology adapted to the use of the LRS trainsets on the LRS worksites of lines 15, 16 and 17 of the Grand Paris Express.
