France – Repair and maintenance services of firefighting equipment – Supply and maintenance of firefighting and emergency equipment and provision of plans

Opportunity description

The purpose of this contract is the supply, maintenance and inspection of firefighting and emergency equipment and the provision of dedicated plans. This contract is a best-efforts contract. The contractor is deemed to have familiarized itself with the configuration of the buildings, the intended use of the premises where it must intervene, and the specific access conditions relating to security and the particular characteristics of the buildings. It may not subsequently claim a lack of knowledge of the premises in order to modify its price or claim additional remuneration from the university. The contractor must inform its personnel of the procedures for carrying out the services to be performed. The contractor assumes the management of and responsibility for the performance of the services. It is fully responsible for the equipment and personnel it makes available to the university. Only the personnel designated by name are authorized to intervene within the institution. These personnel must possess the qualifications required to perform the tasks entrusted to them. The contractor’s intervention personnel are subject to:  The general provisions laid down by regulations, particularly those of the Labour Code, and the rules applicable to external personnel working at all sites: prohibition on bringing in any alcoholic beverage, prohibition on smoking while on duty regardless of the location and particularly in buildings and risk areas,  The obligation to wear clothing specific to the company from the start of their shift. A copy of the personnel file of every employee assigned to the site, even temporarily, must be prepared and submitted to the university’s Security Department. Before a new staff member takes up a position at the site, the Contractor shall provide their complete file: surname, first name, certificate of fitness, certificates of training completed, as well as all regulatory documents, including the prevention plan signed by this new employee. The contractor shall amend the original list of names. The UPVD campuses include ZRR (restricted-regime zones); the identity documents of employees called upon to intervene on these campuses shall be provided to the authorities for verification and accreditation. Personnel training shall be provided by the Contractor without disrupting service. The contractor must distribute the prevention plan to personnel required to work at each site and obtain their signatures. The presence of trainees is authorized only subject to written authorization from the University of Perpignan Via Domitia. The contractor undertakes to inform the administration without delay of any difficulty encountered in performing the services that could delay or jeopardize the performance of the contract. The purpose of lot 2 is to carry out the statutory annual preventive technical maintenance and, occasionally, corrective maintenance operations and emergency repairs, in particular. The service provider is deemed to: • Have assessed all the conditions of the installations and fully understood their nature, scale and particular characteristics, • Have checked all information concerning the installations and obtained any additional information required from the university’s security department. The contractor must carry out a jointly agreed inventory at each site, comprising a comprehensive inventory of the emergency lighting in the form of a detailed list including, for each unit: • Its geographical location (city, site, building, floor, room, location), • Its essential characteristics (type, commissioning date, etc.). This document shall be updated by the contractor during each subsequent inspection it performs. These documents (initial inventories and subsequently updated inventories) shall be sent to the Security Officer of the University of Perpignan. • Check that the B.A.E.S units are properly in place, without damage or alteration to their original appearance • Disconnect the B.A.E.S units from the mains power supply • Check that all emergency-lighting diodes or bulbs illuminate and replace any defective ones, • Check the operation of the remote control by using it to switch to standby mode and then to operating mode, • As soon as operating mode is restored, check that all emergency-lighting diodes or bulbs remain illuminated for at least one hour, • Check that the batteries show no signs of defects (swelling or electrolyte leaks), • Clean all parts of the unit (internal and external) and replace the signage labels (pictograms) if necessary, • Restore the mains power supply to the B.A.E.S units. This operation must not pose any danger during the operating period, taking into account that a minimum period of twelve hours is necessary to restore battery autonomy, • Following these various operations, a maintenance label visible when the B.A.E.S unit is installed shall be affixed to each unit, • Prepare a detailed inspection report, • Complete the safety register. Specific tests and power cuts in special buildings (animal facility, laboratories, etc.; the list shall be provided by the Security Officer at the start of the contract) shall be carried out by appointment. The contractor must establish a monthly maintenance schedule with the UPVD Security Officer; no two-month period may pass without a visit from the contractor, and at each visit the contractor must use the supervisor to check that the maintenance carried out during the preceding months remains compliant. The price of annual preventive maintenance includes labour, travel and verification of the proper operation of the complete system (including Supervision). The price of annual corrective maintenance includes spare parts, labour and travel. Any replacement or addition of emergency lighting must be of the COOPER Luminox brand or compatible with addressable SATI mode and integrated into the existing management system. Surveyor’s plans - technical plans: The contractor must provide: • On-site surveys if necessary • Updating of existing plans after works • Creation of new plans Fire evacuation plans: The plans must comply with the following standards: • NF S60-303 • NF X8-070 Emergency response plans: One plan must be provided for each building entrance.
