In order to support the strategy of the Real Estate Division, the Information Systems department of SNCF IMMOBILIER regularly develops its information system (adaptation of existing applications, implementation of new solutions, etc.) in order to align it with its business strategy and its new challenges (Real Estate Complex, Real Estate Services Agreement (CSI), etc.). As part of the transformation of the DIT / DIIDF (territorial real estate directorates and the Ile-de-France Real Estate Directorate) into a genuine real estate service, SNCF wishes to develop its real estate strategy and move from budget management to asset management and strategic property planning. The ultimate objective is to have a map of its property portfolio with CAPEX and OPEX over 3 years and then 5 years, enabling priorities to be managed through risk analysis. SNCF Immobilier currently uses several applications to manage and schedule works operations, including the following three solutions: Connect’Immo: OPEX/CAPEX works scheduling, management and reporting tool MyHorizon: CAPEX planning and multi-year investment monitoring tool that secures funding requirements and improves their quality Immosis / Immotep Gestion Technique: tool for preparing and monitoring OPEX budgets They are used inconsistently in the “Operations Management” and “Scheduling” processes, without fully providing all the expected functions in terms of planning, operations management, or the completeness/standardization of reporting. These shortcomings are also sometimes compensated for by locally produced “homemade” Excel files. In summary, they do not currently make it possible to serve the business functions (MOAP, Operations, Managers, RAF/DAF, Asset Manager/Asset Managers) properly and optimally, nor to respond to the requests and needs of SNCF Immobilier’s Clients. This consultation covers all the functions of the Works Information System, including planning, operations monitoring, resource management, performance management and the production of indicators. The successful solution must be SaaS-based and must: • Cover the entire works life cycle (from scheduling to closure), • Integrate seamlessly with the other components of the group’s information system, particularly the property, financial and operational systems, • Ensure data consistency with the reference systems and standards defined by DataOne, an SNCF Immobilier program that guarantees data from SNCF Immobilier’s various information systems. The solution must be scalable, user-friendly and must integrate easily into the target information system (interoperability). Procedure: neg-w-call. Estimated value: 3,957,634 EUR.
