Opportunity description
The City of Colombes is considering reopening and redeveloping the Philippe Candeloro ice rink, located in the heart of Pierre Lagravère Park, on the banks of the Seine. The project aims to transform this facility, currently closed by decision of the Municipal Council in 2022, into a sports, leisure and social hub, drawing on its proximity to the Laure & Florent Manaudou Aquatic Centre and tennis facilities. The operation first provides for the ice rink to be restored to ice, in order to allow the resumption of figure skating and ice hockey activities and the admission of the general public. This rehabilitation would be complemented by a diversification of activities, including in particular the creation of a bowling alley, the installation of an outdoor climbing structure and the development of a food service offering, thereby creating a coherent destination hub combining sport, leisure, relaxation and food service, accessible to different audiences. Prior to the possible launch of the required consultation or consultations, sourcing is being organized on the basis of Articles R.2111-1 and R.2111-2 of the French Public Procurement Code, in order to assess the interest in creating a bowling alley on the site and demonstrate its economic viability. Operators wishing to participate are invited to download the sourcing rules (and their annexes) from the City’s electronic procurement platform (http://marchespublics.colombes.fr) and submit their responses there within the required timeframe (response deadline: 30 September 2026 at 12:00). All information on how the sourcing process will be conducted is provided in these sourcing rules. It is specified that an optional visit is possible on 3 September 2026 and/or 9 September 2026. The arrangements for this visit and the conditions to be met in order to attend are set out in the sourcing rules. This sourcing process will be accompanied by in-person interviews in order to better understand the participants’ responses.
