France – Technical building-inspection services – Regulatory inspections and verifications of equipment and installations in the premises of the Région Provence Alpes Côte d'Azur - Lots 1 to 6

Opportunity description

This consultation concerns services relating to the performance of inspections and verifications of the installations and equipment of the Région Provence Alpes Côte d'Azur, in accordance with the standards and regulations in force. These services are to be performed in the buildings, premises and spaces occupied by the Région Provence-Alpes-Côte-d'Azur. All technical inspections and verifications are intended to ensure the operational safety of the installations for the personnel (Région personnel and service-provider staff) who will use, adjust, clean and maintain them. Any anomalies identified through these periodic verifications and inspections must be remedied through restoration work and, more generally, through ongoing maintenance. The precise definition of the requirement appears in the CCTP. The services are divided into 6 lots that will be the subject of separate contracts: - Lots 1 to 4: These are contracts at a fixed total lump-sum price. - Lot No. 5: The contract concluded with a single successful tenderer consists partly of a contract at a fixed total lump-sum price and partly of a framework agreement setting out all the contractual provisions (performed by means of purchase orders) and at unit prices. - Lot No. 6: The contract is concluded by means of a framework agreement setting out all the contractual provisions (performed by means of purchase orders) and at unit prices with a single successful tenderer. No division into phases is planned. The consultation is launched in the form of an open call for tenders pursuant to Articles R2161-2 to R2161-5 and R2162-1 et seq. of the French Public Procurement Code (CCP). This lot consists of performing the regulatory periodic and annual verifications of low- and high-voltage electrical installations, including the associated specific installations (Electric Vehicle Charging Infrastructure, infrared thermography, lightning rods, generator sets/load banks, cooking or reheating appliances) located in the Région’s administrative buildings and car parks, as defined in the CCTP. These verifications are intended to ensure that the equipment complies with the regulatory requirements in force and to ensure the safety of persons and property. The purpose of this lot is to perform annual regulatory periodic verifications of combustible-gas installations, thermal systems (boilers, distribution networks) and HVAC equipment (heating, ventilation, air conditioning) in the Région’s buildings. These verifications are intended to ensure equipment compliance, user safety, the proper operation of technical installations, and the management of energy and environmental impacts. This lot concerns the performance of regulatory periodic verifications of equipment contributing to fire safety in the Région’s establishments, including: - Smoke-extraction installations (natural or mechanical): annual and three-yearly verifications, - Fire safety systems (SSI categories A to E): annual and three-yearly verifications, - Fire alarm equipment (sound broadcasting, automatic fire detectors, manual call points): annual and three-yearly verifications, - Devices ensuring the continuity of radio links in infrastructure: three-yearly verifications. These verifications are intended to ensure the regulatory compliance of the installations and their effectiveness in the event of an incident, in accordance with the requirements of the fire-safety regulations applicable to establishments open to the public (ERP) and the provisions of the French Labour Code. The purpose of this lot is to perform the regulatory annual and five-yearly periodic verifications of equipment for lifting and moving persons and/or loads vertically or horizontally, located in buildings or on sites managed by the local authority. The equipment concerned includes in particular: - Lifts, goods lifts, lifts for persons with reduced mobility (PRM), - Automatic doors, motorized gates, rising or sliding barriers, -Lifting appliances and lifting platforms, -Anchorage devices and lifelines used for the prevention of falls from height, - Hoist systems, - Storage racks in warehouses. This lot consists of performing annual verifications of ionizing-radiation or X-ray equipment. This lot concerns regulatory inspections outside the prescribed regulatory intervals and specialized diagnostics on buildings, sites and events falling under the responsibility of the contracting authority. These verifications are performed throughout the entire Provence Alpes Côte d'Azur regional territory. These services are intended to ensure regulatory compliance, the safety of persons, the preservation of installations, and the sanitary and environmental quality of spaces. They fall within the framework of the legal and normative obligations applicable to establishments open to the public (ERP), tertiary-sector buildings and technical infrastructure. Procedure: open.
