Opportunity description

This is a joint procurement between the City and the CCAS of Blanc-Mesnil. The City is the coordinator of the group. The procurement procedure used is: the open adapted procedure. It is subject to the provisions of Articles L. 2123-1 and R. 2123-1 3° of the Public Procurement Code. In accordance with Article R. 2123-5 of the Public Procurement Code, the contracting authority reserves the right to negotiate with and interview candidates after analyzing their offer under the conditions described in the consultation regulations. The framework agreement with a maximum is concluded pursuant to Articles L2125-1 1°, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the Public Procurement Code.
