France – Urban solid-refuse collection services – Reception, treatment and recovery of plaster from the waste collection centers and services of the Métropole de Lyon

The Métropole de Lyon is responsible for the collection and treatment of household waste and similar waste (Article L5215-20 of the General Code of Local Authorities) across the 58 municipalities in its territory, representing a population of 1,433,613 inhabitants (source: Insee 01/01/2024). In this capacity, it carries out door-to-door or voluntary drop-off collection of household waste, separate collection of dry recyclables (paper and packaging), glass and biowaste. It provides its residents with a network of 19 waste collection centers for collecting waste not handled by traditional collection systems. Complementary services are also provided, such as mobile waste collection centers or green waste drop-off points. The objectives pursued by the Métropole de Lyon in establishing waste collection centers are: - the recovery of materials from household waste, - the reduction of the proportion of waste destined for landfill, - the cleanliness of the territory and the prevention of illegal dumping, - the enhancement of its image. The purpose of this procurement procedure is to ensure the reception and preparation of collected plaster waste from the Métropole de Lyon's waste collection centers and metropolitan services, with a view to its recovery and/or treatment. The scope of the services covers: - The reception, from Monday to Saturday, of all deliveries of plaster waste from the Métropole de Lyon's waste collection centers and, occasionally, metropolitan services, at one or more reception sites, - Any pre-treatment operations for separating the materials delivered and, if necessary, extracting undesirable fractions, - The removal of plaster deliveries to recovery channels, - The recovery or disposal of undesirable fractions, - The submission of reports on the tonnages of waste received, recovered and treated. - Supporting the Métropole in testing the separate collection and treatment of waste streams containing plaster but not accepted in August 2026 in plaster skips Procedure: open.
