For more than 20 years, the Departmental Council has pursued a proactive educational policy aimed at lower secondary school pupils in Val d'Oise by offering, each year, a programme of educational activities for public lower secondary schools. This programme aims to contribute to the academic success of young people in Val d'Oise, promote equal opportunities, enhance the attractiveness of lower secondary schools, and support the initiatives and creativity of educational teams and young people. In addition, the departmental educational offering provides preventive activities aimed at supporting educational teams in promoting the well-being of lower secondary school pupils and contributing to improving the school climate in institutions. Through forum theatre or interactive debate theatre, the aim is to foster awareness among adolescents of bullying situations and the possible consequences for victims (anxiety, dropping out of school, loss of confidence, depression, suicide), as well as for perpetrators (community service, criminal penalties, risk of prison sentences for those over 13 years of age). This consultation was conducted in the form of an open Adapted Procedure ((Article R2123-1 3° – Social and other specific services – Public Procurement Code). The contract is a framework agreement with purchase orders, with no minimum annual amount and a maximum annual amount of 90,000 euro(s) excluding tax. The contract is concluded from its notification date for a period of one year, tacitly renewable three times for periods of one year, without its total duration exceeding four years. Negotiations are initiated with all candidates following the analysis of the initial tenders. Candidates are notified thereof in writing. Negotiations are conducted in compliance with the principles of equal treatment of candidates and confidentiality of tenders Procedure: open. Estimated value: 360,000 EUR.
