The project "Mit Tatkraft - Ideas Competition for the Rhenish Mining District" will be implemented by the State Office for Nature, Environment and Climate of North Rhine-Westphalia (LANUK) from 01.04.2026 to 31.03.2030. The ideas competition is intended to enable the people and stakeholders in the Rhenish Mining District to actively help shape the structural transformation through their commitment and ideas. During the four-year project term, around 680 public-interest-oriented and sustainable projects by citizens, clubs, associations and initiatives are to be selected and awarded prizes through a total of four ideas competitions. For each ideas competition (approximately one per year), around 170 projects are to be selected from an anticipated 500 submitted project ideas, both by a jury and through online voting by the public (audience award), and supported with prize money in the two categories of EUR 5,000 and EUR 10,000 respectively. Through low-threshold access and low-bureaucracy administration, the competition format enables a large number of project ideas to receive funding. A service provider from the fields of communication, advertising and design will be commissioned to support LANUK throughout the entire project term in the conception and implementation of communication and advertising measures and in the planning, organization and implementation of events. The contract term begins on the day after the award of the contract and ends on 31.03.2030. Service components: 2.1.1 Preparation of a communication concept and its adaptation over the course of the project 2.2.1 Conception, design and programming of a project website as well as technical support and adaptations A dedicated website will be created for the project. Hosting will be provided by the contractor in a certified data center (ISO 27001 / BSI C5) in Germany. The website must be designed so that subsequent integration of a cloud solution is technically possible. The actual implementation of this cloud connection is not part of the fixed service and may optionally be provided by the contractor at a later date under the framework agreement. The cloud is intended for the uploading of images and videos by project managers; these media are to be usable for external presentation on the website. Hosting will be provided by the contractor in a certified data center (ISO 27001 / BSI C5) in Germany. The subsequent connection of the cloud solution must be taken into account in the technical design. The website must be programmed using the Typo3 content management system. Optimization for mobile devices (Mobile First) 2.2.2 Conception and creation of radio advertising and organization of broadcasting 2.2.3 Conception, design and support in the area of social media and newsletters 2.2.4 Conception, design and production of promotional films 2.2.5 Conception and design in the creation of communication materials When creating the communication materials, the sustainability criteria specified in Chapter 2.4.1 must be observed as minimum requirements. 2.2.6 Design and procurement of mobile advertising media Image research 2.3.1 Conception, organization, implementation and documentation of the award ceremonies 2.3.2 Conception, organization, implementation and documentation of the summer festivals Sustainability is also an integral part of service delivery in the events sector. The contractor is obliged to implement appropriate measures for the ecologically and socially sustainable implementation of the event. This includes, in particular, resource-conserving planning, waste avoidance and separation, the use of reusable or recyclable materials, consideration of regional supply chains and the reduction of emissions. Both parties will designate a primary contact person and a deputy, ensuring communication in German throughout the entire period. For the processing time for the following fixed service items pursuant to the specifications, Section 1.1 Time frame, the following completion periods apply: within four weeks after the award of the contract: - Preparation of a communication concept (Section 2.1.2 of the specifications) - Development of campaign design (Section 2.1.1 of the specifications) - Conception, design and programming of a project website (Section 2.2.1 of the specifications) within eight weeks after the award of the contract: - Print template for flyers and posters for two target groups (2.2.5 of the specifications) - Information stand, two roll-ups and 3,000 giveaways (Section 2.2.6 of the specifications) - three different format templates for text, image and video posts for social media (2.2.3 of the specifications) - advertising contribution including jingle for local radio stations (Section 2.2.4 of the specifications) - promotional film 2026 (Section 2.2.4 of the specifications) within twelve weeks after the award of the contract (Section 2.2.6 of the specifications) - Media wall/magnetic wall - Zipper Walls - Beach flags - Additional roll-ups The virtual map of the Rhenish Mining District must be created by 15.01.2027 (Section 2.2.1 of the specifications) The service must be provided in accordance with the specifications and is divided into mandatory services that are guaranteed to be provided by the contractor, call-off services, and material and third-party services. The scope of the call-off services cannot be conclusively determined at this time. It depends largely on the composition of the project team that is yet to be appointed, the results of the communication concept to be prepared and the dynamics of the project. Call-offs will therefore be made according to need during the project term. These services do not establish a minimum call-off quantity. The third-party service may be subcontracted or—where technically possible—provided by the contractor itself. The decision on this will be made by the contracting authority in consultation with the contractor on a case-by-case basis after the award of the contract. The contractor is obliged to maintain and deploy, throughout the entire contract period, the capacities required for complete performance of the services. In the event of substitution, following consultation with the contracting authority, only persons who can demonstrate the same qualifications may be deployed. Procedure: restricted.
