Opportunity description

General planning services for the construction of a new high-bay warehouse (HRL) with an outfitting hall and social facilities at the Altmark Training Area, including functional preliminary planning within a reduced ‘Final Project Document’, BIM-based system planning, preparation of a functional performance specification (FLB), and procurement support for subsequent implementation by a total contractor (TU), including construction supervision and quality assurance of the construction work. The subject of the contract is general planning services for the functional preparation, structuring, and procurement-ready definition of a military infrastructure project at the Altmark Training Area. The construction of a high-bay warehouse with an outfitting hall, social and administrative areas, and the required technical and logistical infrastructure is planned. The project will be implemented in three stages: STAGE 1 Functional system planning and preliminary planning The general planner (GP) develops the functional, technical, and economic basis for subsequent implementation by a total contractor. Scope of services: Familiarization with all provided project documents – approved Initial Project Document (IPU) pursuant to RBBau – contractual basis) Analysis of operational processes, material flows, and traffic movements Identification of technical interfaces as well as planning and operational risks Development of the functional building and usage structure Zoning of storage, technical, traffic, and social areas Preparation of logistics, material flow, and access concepts Development of initial structural and building services system approaches Preparation of conceptual specialist plans: - Structural engineering - Building services - Heat supply - Sound insulation/building physics - Fire protection Consideration of the interfaces between the building, technology, logistics, operations, and IT - BIM-based preliminary planning, including preparation of an overall coordination model and clash detection - Preparation of a manufacturer-neutral functional performance specification (FLB) containing all functional and qualitative requirements as part of the Final Project Document (FPU) - Preparation of a reduced FPU containing: - functional performance specification - preliminary planning documents - specialist concepts Cost estimate - Schedule framework planning - BIM model LOD 200 - Interface descriptions - Target and security concept for software STAGE 2 Procurement and planning support for the total contractor The GP supports the procurement process as well as the total contractor’s further planning from service phase 3 onward. Scope of services: Participation in the preparation of the procurement documents Support with bidder questions and bidder discussions Technical and functional review of bids Assessment of functional equivalence and alternative solutions Specialist participation in the procurement recommendation Review and coordination of the TU plans Ensuring compliance with the functional requirements of the FLB Review of BIM, interface, and system requirements Continuation of interdisciplinary BIM coordination Performance of further clash and plausibility checks STAGE 3 Construction and quality assurance The GP assumes comprehensive specialist review, inspection, and quality assurance services to ensure achievement of the functional objectives. In particular, the review of the TU plans and work for compliance with the functional, technical, and qualitative requirements, inspection of interfaces, and monitoring of BIM and system conformity. Coordination of occupational health and safety services (SiGeKo) is an integral part of overall project coordination and must be ensured organizationally by the applicant. Scope of services: Review of the total contractor’s execution documents for compliance with FBL Inspection of compliance with the functional, technical, and qualitative project requirements Monitoring the implementation of the agreed logistics, operational, and material flow concepts Review of compliance with BIM specifications and data structures Inspection of interfaces between construction, building services, logistics, IT, and operations Performance of regular quality and system inspections during construction Participation in technical coordination and assessment of change orders Specialist technical support for acceptance procedures and commissioning Documentation of deviations and assessment of functional impacts Review of overall system conformity through to handover Procedure: neg-w-call.
