Opportunity description

The Horticultural and Agricultural Education Center, operated by the North Rhine-Westphalia Chamber of Agriculture, has been located at its site in the Münster-Wolbeck district, Münsterstr. 62-68, for approximately 100 years. The facility focuses on inter-company training in horticulture for the whole of North Rhine-Westphalia. Approximately 4,000 skilled workers receive initial or further training each year. The property consists of several building sections that have been constructed and expanded at various times since its establishment. The individual structures, dating from different years of construction, are in a condition commensurate with their age. According to the existing-condition analysis, the current training hall is in a deficient structural and building-services condition; refurbishment is not economically feasible. Accordingly, the following are planned: (a) a replacement new building for the training center with a self-sufficient energy supply (including the necessary utility connections), as well as separate storage halls and outdoor facilities. Further components of the project are (b) the modernization of the property’s energy supply (heating / electricity), including the construction of a new energy center (and demolition of the old heating center), and (c) the demolition of the old training halls. The subject of this procurement is the commissioning of inspection services for the structural design review (reviewing structural engineer) for (a) the replacement new building for the training center and (b) the construction of a new energy center. The commissioning of service stages 1 to 2 will be carried out in stages (service stage 1: inspection services for the building and facade pursuant to SV-VO NRW §24 para. 2 nos. 1/2/3/3a; service stage 2: inspection services for the building and facade pursuant to SV-VO NRW §24 para. 2 no. 7).
