Opportunity description

The subject of the present procurement procedure is planning services for technical equipment, system groups 1, 3-4. The Municipality of Eppelborn intends to carry out renovation and conversion measures at the Borrwieshalle in Dirmingen (for further details, see Annex 1_VgVBorrwieshalle_Erläuterungen-Zuschlagskiterien). The specific scope of the work depends on the funding program through which the measure can be co-financed. On the one hand, a funding application was submitted under the federal program “Renovation of Municipal Sports Facilities” (SKS). Under this program, a funding rate of up to 75% is possible. The focus is on the sustainable renovation of sports facilities, particularly taking into account accessibility, energy optimization, and a clear sporting use of the hall. Alternatively, funding may be available through the “EAFRD” program (European Agricultural Fund for Rural Development). This program focuses on the creation and preservation of village community facilities. The maximum funding amount here is approximately €830,000. Under EAFRD funding, the strictly necessary renovation measures would be implemented. The project scope under the federal SKS program is more comprehensive than under the EAFRD program. While EAFRD covers the basic, minimum required renovation measures in accordance with the feasibility study, version dated 07/2025, Annex6, the SKS program additionally includes further measures with particular relevance to the hall’s use as a sports facility. The expanded program of measures can be found in the revised feasibility study, version dated 12/2025, Annex7. An application under the federal SKS program has already been submitted, but a funding decision has not yet been issued. Since use of the hall is not possible until the renovation has been completed, the procedure is under considerable time pressure. For this reason, the procurement procedure is designed so that the renovation measures required in all cases in accordance with the feasibility study (Annex6) will initially be put out to tender. These correspond to the scope of services under EAFRD funding. Additional measures that are to be implemented if the SKS funding is approved will be put out to tender as optional services. For simplicity, a distinction is made below between the basic-stage measures (Part 1) (strictly necessary measures (see Annex6), irrespective of SKS approval) and the optional measures (Part 2, after receipt of a funding decision under the federal program (SKS)). Technical building services, system groups 1, 3-4, Stage 1 (basic stage): - Extension of the toilet facilities - Bring the building services systems up to the current state of the art - Photovoltaic system - Adaptation of the electrical installation in the hall, including replacement of the hall lighting. - Installation of a new ventilation system for the hall areas Optional (Stage 2): - Renovation of showers - Lighting upgrade. The contract will be awarded in stages of services. Initially, service phases 1 (basic evaluation), 2 (preliminary planning), and 3 (design planning) will be awarded in Service Stage 1. The following will be awarded optionally: - Service Stage 2: Service Phase 4 (approval planning) - Service Stage 3: Service Phases 5 (detailed design), 6 (preparation of the award procedure), 7 (participation in the award procedure), 8 project supervision – construction supervision and documentation), 9 (project support). There is no entitlement to the award of further services under Service Stages 2 and 3. The planning services pursuant to § 55 HOAI, system groups 1, 3-4, are to be awarded. The contract will be awarded in stages of services. Initially, service phases 1 (basic evaluation), 2 (preliminary planning), and 3 (design planning) will be awarded in Service Stage 1. The following will be awarded optionally: - Service Stage 2: Service Phase 4 (approval planning) - Service Stage 3: Service Phases 5 (detailed design), 6 (preparation of the award procedure), 7 (participation in the award procedure), 8 project supervision – construction supervision and documentation), 9 (project support).
