Framework agreement for general planning services for cross-location modular planning for a maximum of 6 new station locations to implement the station location strategy. The estimated value corresponds to the maximum value. The maximum value is EUR 8,100,000.00. There is no minimum purchase obligation. Further details are set out in the framework agreement. For the strategic realignment of hazard prevention and the needs-based provision of services to the population in the City of Mannheim, a framework agreement is to be concluded with general planners for planning services (buildings and interiors, technical equipment (system groups 1–8), structural planning, transport facility planning, building physics (thermal insulation and energy performance calculations, building acoustics, room acoustics, sound insulation), civil engineering structures (groups 1, 2, 4, 6, 7; the number of groups may vary by location), fire protection, as well as other location-specific specialist planning for special uses (such as a breathing apparatus training course and live-fire training hall) requiring special verification) for the construction of fire stations and a civil protection center (including extensive ancillary uses) over a period of 6 years. Planning is to be carried out iteratively, using modular construction across all 6 locations and remaining open to different systems. In a subsequent "mini" competition, the location-specific planning services are to be awarded to a general planner from the pool of applicants under the framework agreement. A key objective of the planning tasks is to prepare a functional performance specification for the subsequent commissioning of a general contractor, who will develop and execute the planning on the basis of its system.
