New construction of the homeless shelter with support center at Bayreuther Str. 89-93 in Ludwigshafen am Rhein. Turnkey new construction of a homeless shelter and a support center. The scope of services includes the planning and turnkey construction of the homeless shelter with support center and the outdoor facilities as part of an overall contract (total contractor model). In addition, the provision of system adjustment services and maintenance services within the extended warranty periods forms part of the services. The City of Ludwigshafen intends to have a new municipal facility for the accommodation of homeless persons under public-order law (homeless shelter), as well as a support center, constructed by a private partner as part of an overall contract. The turnkey construction of the project, with a usable floor area (NUF) of approximately 3,500 m², is to be implemented as part of an overall contract. In addition to room accommodation for approximately 150 homeless people, the support center is to include rooms for events, counseling services, and specialist and other services. To enable the shortest possible implementation period, the project is to be executed using modular construction in accordance with the political resolution. The following construction methods are conceivable: -System-building solutions using room modules (wood modules, steel modules, reinforced-concrete modules, hybrid modules) -Predominant use of prefabricated reinforced-concrete or timber elements, as well as hybrid solutions made from these materials. The use of container solutions is not permitted. On the basis of a functional construction-services specification with a room schedule, the contractor must provide all planning and construction services required for the ready-for-use construction of the project, including all outdoor facilities, as well as maintenance within the extended warranty period, including adjustment of the technical systems. The contractor must secure financing for the required planning and construction services until the time of acceptance. However, the contracting authority will make several milestone-related progress payments in line with construction progress. The flat-rate maintenance and adjustment fees will be remunerated separately in subsequent years.
