With this procurement procedure, the contracting authority intended to conclude a framework agreement within the meaning of Section 21 VgV with a contractor for consulting and support services for the market- and data-based preparation of procurement procedures as part of the structured transfer of responsibilities from ZIB to BMDS. The subject matter of the framework agreement is, in particular, strategic and operational support in preparing the upcoming procurement procedures in a timely manner, especially through market and supplier analyses, should-cost modeling, and the derivation of appropriate procurement and tendering strategies.
