Germany – Diesel fuel (EN 590) – Framework contract for the supply of diesel DIN EN 590 and marine port diesel

Opportunity description

The contracting authority is awarding a framework contract for the supply of diesel DIN EN 590 and marine port diesel to the contracting authority and its subsidiaries. The contracting authority operates the Port of Lübeck and has an average annual requirement of approximately 2 million liters of diesel for its vehicle fleet and diesel locomotives. To date, the contracting authority has met this requirement by procuring approximately 50,000 liters of diesel DIN EN 590 annually and, for the remainder, by procuring marine port diesel. Under the current legal situation, the tax subsidy (§ 3a(1) Energy Tax Act (EnergieStG)) for marine port diesel is expected to cease as of 01.07.2027 and, with very high probability, will not be extended beyond 01.07.2027. The contracting authority therefore intends, in principle, to meet its entire future fuel requirement of approximately 2 to 2.5 million liters by procuring diesel DIN EN 590. In the unlikely event that the tax subsidy for marine port diesel continues after 01.07.2027, the contracting authority intends to continue meeting its future annual requirement of approximately 2 to 2.5 million liters with marine port diesel for as long as and to the extent that the tax concession remains in effect, and to purchase only approximately 50,000 liters of diesel DIN EN 590.
