The subject of the tender is the supply of electrical energy (green electricity) for various points of consumption of Lower Saxony municipalities, associations, and municipally owned enterprises in the Weser-Ems district. The type and scope of the service are set out in the service description and the other procurement documents. The supply period begins on 01.01.2027, 00:00 and ends on 31.12.2028, 24:00. The supply period is therefore two years. The specific start of supply for individual points of consumption may differ from the stated supply period. In this respect, the information in the service description and its annexes (in particular the overview of points of consumption) shall be decisive. Unless otherwise stipulated in the service description or its annexes, the start of supply shall be the respective supply start on 01.01.2027, 00:00. The supply covers a total of approximately 834 points of consumption. The forecast reference consumption is: • for the year 2027: 9.672.148 kWh/a • for the year 2028: 9.672.148 kWh/a As a condition for admission, it is stipulated that the electricity to be supplied must come exclusively from renewable sources. These include electricity generation from hydropower, including wave, tidal, salinity gradient, and current energy, as well as from wind energy, solar radiation energy, geothermal energy, or biomass, such as biogas, landfill gas, and sewage gas. This also includes the biodegradable fraction of waste from households and industry. Electricity from generation plants that use fossil fuels (e.g. coal or gas) or nuclear energy is not permitted. The contracting authority has divided the participants' points of consumption into 2 regional and individual lots. For a detailed presentation of the lots, reference is made to the lot presentation attached as Annex 1.4 to the service description.
