Initial situation Renewable energy (renewable energies, RE), which is generated, for example, using the sun and wind, is increasing sharply in India. By mid-2023, it had reached 13 percent of national electricity generation. However, rapid RE expansion in an electricity system that is based primarily on coal and oil brings enormous operational, regulatory and structural challenges. The electricity supply from RE is affected by seasonal fluctuations and fluctuations depending on the time of day and weather. Government officials and energy supply companies must therefore take measures that compensate for the fluctuations and thereby ensure a reliable electricity supply. Objective The Indian electricity market is being prepared for the future in order to enable a higher share of RE. Approach The project advises national and state authorities in India in order to adapt, create and implement the framework conditions for an electricity market of the future as part of the energy transition. It also provides further training for specialists and managers at the authorities so that they can create, adapt and implement the regulations and incentives that reform the electricity market. In doing so, the project specifically promotes women by developing training in a gender-equitable manner and organizing networking and mentoring programs. In addition, the project develops and implements a demonstration project that creates innovative, gender-equitable services for electricity suppliers. It shows them how to adapt the electricity grid to fluctuations. The project also promotes dialogue between national and state stakeholders through technical events. The objective of the tender is to provide the Indian partner institutions—in particular the responsible ministries and authorities, national and state electricity suppliers and grid operators, regulatory authorities, energy and investment agencies, as well as relevant research and knowledge institutions—and the GIZ projects in India and, where applicable, in other countries (e.g. Indonesia, Nepal) with a high-quality, flexibly accessible support mechanism under a framework agreement. This enables the short-term provision of quality-assured studies, analyses, data, instruments, consulting services and capacity-development measures to support the Indian energy transition. Given the highly dynamic nature of energy-policy issues, multidisciplinary tasks must be processed in parallel and at varying levels of depth. Priorities and timelines may change continuously and therefore require a high degree of flexibility, responsiveness and technical continuity. The contracting party is responsible for technical implementation, coordination, quality assurance and achievement of objectives and supports the project, in particular, in implementing prioritized measures to make the Indian electricity grid more flexible. For this purpose, it provides a permanently designated core team of experts that will be deployed throughout the entire term. The contracting authority intends to commission a qualified company or consortium to provide technical, market-related and regulatory consulting services for the integration of renewable energy, energy storage systems and demand-side flexibility options as part of the energy and industrial transformation in India. The contracting party (contractor) is responsible for delivering the work packages (WPs) described below. The services will be provided in India and Germany. The deployment of the experts is based on the tasks described in the respective work packages. Close technical coordination between the locations must be ensured. To ensure continuous strategic support, the contractor actively contributes to the further substantive and conceptual development of the contracting authority's consulting services by jointly assessing the status of the energy transition in the Indian electricity sector during the monthly exchange formats, discussing the results of the consulting services, and critically reflecting on and further developing ideas and conceptual approaches for achieving the module objective and outputs.
