The Carl-Gauß-Straße district heating generation site of Stadtwerke Lübeck generates district heating for the St. Jürgen district heating network. The site has two gas boilers and a CHP unit, as well as an already operational electric boiler. Since the CHP unit will soon reach the end of its service life, it is to be re-engined. In order to increase the share of renewable heat in total heat sales in the St. Jürgen district heating network in the future, the CHP plant to be renewed is to be supplemented by an innovative generation component. Due to the lack of alternative primary heat sources, an air-to-water heat pump system has been planned as the innovative component. Together with the existing electric boiler, this results in an iCHP system pursuant to §8 KWKG, which received an award for iCHP funding in 2025. The subject of this request and the planning objective shall be the conversion of the existing heating plant based on HOAI service phases 1–9. The planning task consists of the following components and systems: iCHP system pursuant to KWKG §8b with: - Natural gas CHP system (iCHP CHP unit) approx. 2,300 kWel / < 2,700 kWth - Air-to-water heat pump (2-stage) approx. 3,000 kWth, supply temperature > 80°C Auxiliary systems such as: - SCR catalytic converter system - Auxiliary and operating materials (including oil, urea) - Dismantling of the existing mixture-cooling heat pump Process engineering integration, including: - Pipelines, fittings, pumps, ventilation, exhaust gas systems (chimney provided by the client) Electrical integration with: - Approx. 2.5 MVA transformer station incl. accessories - Medium-voltage switchgear - Modification of the existing low-voltage switchgear - Grid connection to the electricity network Instrumentation, control and control-system integration with: - Plant automation - BuB system - Integration into the existing control system and remote-control connection to the network control center - Alarm/monitoring systems or connection to the systems provided by the client (gas, fire and intrusion alarm systems) Structural integration - Foundations for auxiliary systems (air-to-water heat pump, steel structures, noise barriers, etc.) - Noise barriers - Required steel structures - Development for supply and disposal within the construction site area - Outdoor facilities - Optional: Building construction for any extension to the energy center that may be required for the air-to-water heat pump system (Please explicitly demonstrate/name the capability for construction planning) Planning and implementation periods for the iCHP system Due to the need to comply with the funding-law-relevant periods, Stadtwerke Lübeck is aiming for the following schedule: - Project start: End of May 2026 - HOAI LPH 1–7: by the end of May 2027 - HOAI LPH 8–9: by the end of 2028 Please base your tender submission on the minimum rate and offer corresponding discounts.
