Reason and planning objective: The Ratekauer Weg and Posener Straße district heating generation sites of Stadtwerke Lübeck generate district heating for the Vorwerk district heating network. At the Ratekauer Weg site, there is a CHP unit incl. thermal storage. At the Posener Straße site, there are three gas boilers and one CHP unit as well as a substation of TraveNetz GmbH. Since both CHP units will shortly reach the end of their service lives, they are to be re-engined. In order to increase the share of renewable heat in total heat sales in the Vorwerk district heating network in the future, the CHP installations to be renewed are each to be supplemented by an innovative generation component. Due to the lack of alternative primary heat sources, an air-to-water heat pump installation has been planned as the innovative component for each of the two systems. Together with a new electric boiler to be constructed, this results in two iCHP systems pursuant to §8 KWKG, both of which received an award for iCHP funding in 2025. The subject of this request and the planning objective is to be the conversion of the existing heating plants incl. 10 kV transfer station, based on HOAI service phases 1 - 9. The planning task consists of the following components and systems: iCHP system pursuant to KWKG §8b with: - Black-start-capable natural gas CHP installation (iCHP CHP unit) approx. 2,200 -2,500 kWel / < 2,700 kWth at the Ratekauer Weg site - Natural gas CHP installation (iCHP CHP unit) approx. 2,200 - 2,500 kWel / < 2,700 kWth at the Posener Straße site - Air-to-water heat pump (2-stage) approx. 2,000 kWth, flow temperature > 80°C at the Posener Straße site - Air-to-water heat pump (2-stage) approx. 2,000 kWth, flow temperature > 80°C at the Posener Straße site - Electrode boiler or PtH installation with approx. 10,000 kWth at the Posener Straße site Ancillary installations such as: - SCR catalytic converter installations for both CHP sites - Auxiliary and operating materials (including oil, urea) for both CHP sites - Dismantling of the existing mixture-cooling heat pump at the Ratekauer Weg site Process engineering integration, including: - Pipelines, fittings, pumps, ventilation, exhaust gas installations (chimneys provided by the client) Electrical engineering integration with: - 10 kV transfer station with current connection to a 10 kV switchgear installation under construction - The 10 kV transfer station is to be planned so that it can be connected to a 110 kV switchgear installation in the future (in approx. 5-10 years) (this is prospectively to take place via a 110kV/10 kV transformer) - Transformer from 10 kV to low voltage (for the power supply of the air-to-water heat pumps) - the low-voltage main distribution system (for the power supply of the air-to-water heat pumps) Instrumentation, control and process control integration with: - Plant automation - BuB system - Integration into the existing process control technology and telecontrol connections to the network control center - Alarm/monitoring installations or connection to the systems provided by the client (gas, fire and intrusion alarm systems) Structural integration - Building design, structural design and technical building equipment for the technical building on Posener Straße to accommodate the process engineering installations. In other words, the two air-to-water heat pumps are to be integrated here. Existing areas within the existing heating plants can be used for the two CHP units and the electrode boiler. - The electrical switchgear installations are also to be integrated within the technical building to be planned: o 10 kV transfer station o Medium- to low-voltage transformer, o Low-voltage main distribution system o This technical building is to be dimensioned so that a 110kV/10 kV transformer could be integrated (in approx. 5-10 years). This integration is to be optimized and taken into consideration as a possible outdoor installation of the transformer at the building or indoor installation via a gate system (insertion option). - Foundations for any required ancillary installations (steel construction, noise barriers, etc.) - Noise barriers - required steel construction - Utility supply and disposal infrastructure in the construction site area - Outdoor facilities Planning and implementation periods for iCHP systems Due to the need to comply with the periods relevant under funding law, Stadtwerke Lübeck is targeting the following schedule: - Project start: Mid-June 2026 - HOAI service phases 1-7: by the end of May 2027 - HOAI service phases 8-9: by the end of 2028 Procedure: neg-w-call.
