1. Project description

The Old Hanseatic City of Lemgo is planning the energy-efficient renovation and conversion of the former Anne Frank School. The aim is to create a forward-looking, accessible and multifunctional center in which musical and cultural education, interaction, participation and a focus on the common good work together.

The project is based on the “Strategic City Goals 2030” of the Old Hanseatic City of Lemgo as a binding framework for municipal decisions. The recreational facilities concept developed as part of a LEADER project is assigned to the goal “Vibrant Districts and Identification.” This focuses on strengthening local infrastructure, social participation and civic engagement and expressly recommends expanding the municipal music school.

The energy-efficient renovation will eliminate the vacancy and enable sustainable reuse. At the same time, by preserving the existing building and modernizing it for energy efficiency, the project will make an active contribution to climate protection and support the implementation of the Strategic City Goals 2030.

1. Building description

The property of the former Anne Frank School is accessed from Menkestraße to the west and Henkelstraße to the east. It is situated on a slope, with elevation differences of approximately 5.50 m in the west/east direction and approximately 4.70 m in the south/west direction.

There are two buildings of the former special-needs school on the property, known as the old and new buildings, which are connected by a schoolyard arranged at staggered elevations. To the west are two residential buildings for refugees, completed in 2025, with a total of ten family apartments.

The southern old building was constructed in 1963/64 and comprises a gymnasium as well as classrooms and administrative rooms. Parts of the ground floor are used by the adult education center.

The northern new building was constructed in 1975/76 and is the subject of the energy-efficient renovation and conversion. It was built using a reinforced-concrete frame structure with masonry infill and clinker-brick facing.

The new building comprises a single-story entrance hall with an administrative wing and two-story classroom wings arranged along Menkestraße. These are horizontally stepped back. The classroom wing has a basement; due to the sloping site, the basement in the southern area is designed as a full story. Both the basement and the ground floor are divided, following the terrain, into two offset levels accessed by stairs.

In terms of design, the new building adopts the horizontal façade articulation of the old building and continues it as a curtain-wall façade construction with textured precast-concrete cornice bands and clinker-brick surfaces. The flat roofs are sealed with bitumen and covered with gravel or, in some areas, vegetation.

Windows and exterior doors consist of light-metal profiles with insulating glazing; safety-relevant areas have safety glass. External solar shading is provided by external venetian blinds, which are largely worn out.

Heating has been provided by district heating since 1988. Roof repairs typical of the construction period, including greening, were carried out in the 1990s and 2000s. Apart from this, no significant energy-efficient renovations have been carried out to date.

2. Renovation measure and future use

With the relocation of the music school and permanent cooperation with the Detmold-Lemgo Adult Education Center, two important education providers will be interconnected. This will create a multifunctional venue for a forward-looking urban society.

Across three stories, the building offers flexible spaces for all areas of the music school—from individual and group lessons and early childhood music education to special rooms for pop/rock ensembles, piano, grand piano and harpsichord. At the same time, it allows permanent use by the adult education center, including for integration, language, exercise and creative courses.

In addition, spaces will be created for public events and use as a “third place.” Concerts, readings, exhibitions, lectures, discussion groups and workshops, among other things, are planned.

The volunteer-operated self-help bicycle workshop will also continue to use rooms in the Anne Frank School and offer help for self-help with bicycle repairs there.

The new location promotes social integration, intergenerational learning and easily accessible cultural offerings and will become a cultural anchor point for the Old Hanseatic City of Lemgo. The deliberate mixing of different target groups—children, young people, adults, senior citizens, people with a history of migration or disabilities—is expressly planned.

The energy-efficient renovation will eliminate the vacancy and create sustainable reuse. By preserving the existing building and modernizing it for energy efficiency, the project will make an active contribution to climate protection and support the City of Lemgo’s 2022 Climate Protection Concept, with the goal of a climate-neutral building stock by 2035.

3. Funding

In accordance with the grant notice issued by the Detmold District Government on 09.07.2026, the energy-efficient renovation and conversion of the former Anne Frank School into a cultural center is funded by the State of North Rhine-Westphalia using funds from the European Regional Development Fund (ERDF/JTF Program NRW).

Implementation of the requirements of the grant notice, including its annexes, as well as participation in preparing the proof of use of funds, are tasks of the building and specialist planners to be commissioned.
